Job Summary

Project Overview:

Cedar LNG Partners LP, a Haisla Nation-led partnership with Pembina Pipeline Corporation, is proposing to construct and operate the Cedar FLNG Project (Project), a liquefied natural gas (LNG) export facility within the District of Kitimat, British Columbia. The Project will be located on Haisla Nation-owned land within the Nation’s traditional territory, approximately three kilometers (km) west across Kitimat Arm from Kitimat Village and approximately 10 km southwest of Kitimat’s town center.

The Floating LNG plant will minimize the impact to the local community and environment by using an innovative design philosophy that fits the facility into the local environment. Once operational, the Project will process and liquefy 440 million standard cubic feet per day (MMSCFD) of natural gas from western Canada into approximately 3.3 million tonnes per annum of LNG for export to international markets.

 

Black & Veatch is responsible for Engineering, Major Procurement, Pre-Commissioning and Commissioning of Topside Modules in the shipyard. Support final commissioning and startup of the plant at final location.

 

The Project will have two major site locations:

SHI Geoje shipyard will be the initial location for fabrication, construction, integration, and pre-commissioning and commissioning activities at Geoje shipyard. The facility location for final commissioning and start-up and operations will be the Cedar LNG Kitimat export terminal in British Columbia, Canada.

Position Overview This will be a locally hired contractor role through a third-party agency, with a 29-month contract starting in November 2025.  Process Commissioning Lead is responsible for supporting project Pre-Commissioning, Commissioning, and startup operations from the home office/Virtual and will transfer to SHI Geoje Shipyard in South Korea during construction phase of the Topside Facilities. Home office activities include (but not limited to) review of Vendor documents (including Operating Manuals; FAT and SAT Procedures etc...), development of commissioning test procedures for utilities and process sub-systems, population of the completion database data related to the Process discipline; develop start-up procedures and operations training materials for as per requirement of the EPC agreement with the owner. Also Commissioning Process leader will provide support for development of pre-commissioning and commissioning schedules, integrating Pre-Commissioning and Commissioning activities into project schedules. During the onshore shipyard phase in South Korea, Geoje SHI Shipyard the Process Commissioning Lead is assigned to the Field Commissioning Organization in a supervisory capacity within the Topside Project Team and is responsible for supervising and directing Process commissioning activities for the project for successful sail away. You will make day-to-day decisions in support of Process & Utilities commissioning progress and make recommendations to Commissioning management regarding policy and procedure. You will be responsible for review of the project design and recommendation of changes to design so that project is safe and operable. Receives operational surveillance administrative supervision from Commissioning & Startup Manager. General Requirements Ensures that Black & Veatch is compliant with local/national safety codes, requirements, and standards within assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into every aspect of Pre-Commissioning, Commissioning and Startup activities. Actively participates in safety programs. Prepares all works to be performed by his team: Initiate work permit, provide hazards identification, especially during SIMOPS stage of the Project, propose risks mitigating measures and PPE, participate to risk assessment as required, ensure clear understanding of hazards and mitigating measures by team members before starting the job, monitor activities on site to ensure that work is performed as planned and that required precautions are implemented. Supervises, coordinates, and reviews the work of assigned engineers, schedules, and assigns work to meet completion dates. Establishes and maintains contacts with client, supplier, regulatory bodies, project management, engineering, and field personnel. Provides technical guidance and Process expertise for overall project commissioning and start-up activities. Assigns work to Commissioning Process Engineers, foreman’s and technicians (as required). Performs employee reviews and identifies training and development opportunities for staff within area of responsibility. Coordinates between project engineering, construction, specialty staff groups, clients, and vendors. During Pre-commissioning and Commissioning Engineering and preparation phase Inputs to project management, engineering, and construction to ensure commissioning and startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety. Plans, schedules, conducts, or coordinates detailed phases of Pre-commissioning, commissioning, startup, operations, or maintenance for a project, including reviews of designs for plant operability and safety and jobsite precommissioning and startup as directed. Performs work that involves conventional practice but may include a variety of complex features such as conflicting requirements, unsuitability of conventional methods, or difficult coordination requirements. Establishes and implements plans, instructions, procedures, and work process improvements to ensure the safe, timely and economical delivery of Pre-Commissioning, Commissioning and Start up activities to meet project requirements. Prior to commencement of the Precommissioning and Commissioning activities execution Process Commissioning Leader will develop and finalize following tasks: Preparation of the Commissioning Test Procedures for Process Systems. Preparation of the Completion Database (S-PCS) population files for Process scope. Development of operation training materials. Preparation of Plant Performance Test Procedure.  Development of the FLNG Start-up procedures Review and provide the relevant input for FLNG operating Manual. Provide required input for Commissioning Schedule related to the Process discipline. During Pre-commissioning and Commissioning Execution phase at the SHI Shipyard Manage Process Commissioning team within the framework and priorities defined by Commissioning Manager in a view to reach the targets, with decreasing priorities: Safety, Quality and Schedule. Manage resources such as manpower, vendors, equipment, tools. Lead execution for Process and Utilities commissioning and keep commissioning execution committed to targets defined by the project management. Review and approval of commissioning deliverables (test reports; ITR'S; Punch list clearance forms, etc) provided including Commissioning Test Procedures. Integrate interdisciplinary schedule requirements and constraints to establish logical work sequences between different commissioning disciplines (Electrical; Instrument, Controls, Mechanical and piping). Works with the construction team and other stakeholders to coordinate work sequences with the total project plan. Participate in the sub-system mechanical completion walkdowns, raise technical concerns and punch list items if required. Initiate and follow up clearance of Punch List items after Mechanical Completion, as per Project procedures; provide technical input to evaluate requirements from Project approved specifications, and operability. Being responsible for jobsite operations including onsite activities of Black & Veatch, subcontractors, suppliers, clients and their representatives and others as may be assigned within area of responsibility. Provide comprehensive in person training to Client Operations and Maintenance team, including Classroom lectures and walkdowns of actual systems. Monitor the activities of subcontractors and suppliers / Vendors Field Service engineers to ensure compliance with specifications and schedules. Review and approve their timesheets as required. Review all commissioning changes, including justification for cost and schedule impacts, in accordance with the MOC procedure. Attend to meetings as required. Mentor member of the Process commissioning team to develop their project skills and experience while being on site. Maintain a register of lessons learned. Job Knowledge Knowledge of systems, calculations, equipment, applications of methods, plant layout, materials, and computers for preparation of analyses and development of project deliverables within the discipline. Knowledge and understanding of technical and cost issues related to selection of design features within the discipline. Knowledge of engineering work planning and control methods. Knowledge of precedents in the discipline and of principles and practices of related disciplines. Knowledge of related construction practices and the economics involved. Broad knowledge of industry/regulatory codes and standards, and design criteria pertinent to the process discipline. Hands on experiences in execution of Commissioning Test, and performing start-up and initial operation of major oil & gas facilities (preferably in LNG sector)  Strong leadership and team management skills, with the ability to lead a diverse team of professionals. Excellent problem-solving and decision-making abilities to address complex technical issues. Effective communication and interpersonal skills to collaborate with cross-functional teams and stakeholders.  Qualification and Experience Bachelor’s in engineering preferred or Equivalent experience MUST have previous experience in field Process Commissioning Leader / Engineer  on a large-scale project (LNG; FLNG). MUST have 5-10 years of experience as a Process Commissioning Lead and Preferred candidate will have overall at least 10-15 years’ experience. Preferably worked on LNG, FLNG, FPSO projects is preferred. Additional Information

This position has responsibilities that include exposure to changing environmental, construction, and operational conditions, which may include: extensive walking in and around an active construction and/or operations site, climbing ladders, working at heights from work platforms including scaffolding, and mobile elevating work platforms (MEWPs), use of personal fall arrest equipment, walking and working on uneven surfaces, working in constricted and/or confined spaces, variable work shifts (e.g., day, night, weekends, 1st, 2nd, 3rd shift, etc.), and work in inclement weather. Some lifting may be required. Candidate must be able to use standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e., respirator, harness, life vest, hearing protection, etc.). Candidates may be required to travel internationally for short-term business trips to meet project requirements.
