Raytheon’s Air & Space Defense Systems (ASDS) Strategic Business Unit (SBU) is seeking a **Principal Specialist, Contracts** to support its domestic Paveway, Griffin, & Maverick programs within the Precision Strike (PS) portfolio. In addition, and based on demand and/or need, the candidate may have the opportunity to manage additional contractual obligations on other programs within the PS contracts organization. The successful candidate will use his/her knowledge of the Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS) with an opportunity to focus on Foreign Military Sales (FMS) requirements and the International Traffic in Arms Regulations (ITAR) including follow-on proposal activity for items. In addition to the various follow-on proposals and associated negotiations, the successful candidate will be engaged in contract change management, any associated Requests for Equitable Adjustment, and Government Furnished Material/Property, Property Transfers Requests, and the like. The candidate must be able to readily adapt in a challenging, fast-paced environment with minimal oversight. Strong written and verbal communication is essential to success in this role. The successful candidate will be responsible for management of multiple U.S. Government (USG) customer relationships and the provision of business counsel and leadership to the Program Management teams. Must be able to recognize business and contractual issues in program performance, proactively offer recommendations, implement solutions, and execute them to completion, while exercising sound judgment with minimal supervision. **What You Will Do** + Engage in strategic assessment of business pursuits, proposal preparation and submittal, contract negotiations and contract management + Effective reach-back capability to leverage the greater Contracts organization as needed + Take ownership of tough issues and using knowledge of situational dynamics to establish a personal engagement strategy + Fact-finding/audit activities with the USG, Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) + Proposal updates for current cost or pricing data, including Truth in Negotiations Act (TINA) compliance + Partnering with Global Trade to ensure Export/Import Licensing strategies are current and initiated in a timely manner + Partnering with Subcontracts to ensure alignment and proper communication of requirements/changes with subcontractors + Change order proposals or mods for new/changing requirements + ITAR Part 130 Compliance with FMS contracts + Property Transfers and contract closeout **Qualifications You Must Have** + Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years' experience + Experience with one or more of the following: contracts management/administration, program management, project management or supply chain, government policy, regulations and regulatory processes, or commercial contracting **Qualifications We Prefer** + Excellent attention to detail and demonstrated desire and ability to quickly learn and understand new contractual and legal topics + Demonstrate expertise and understanding of various contract structures and an exemplary level of business acumen + Experience brokering internal and/or external solutions to complex programs, contracts, or financial problems that have a general impact on the Annual Operating Plan (AOP) performance + Ability to work within a team and to foster teamwork and trust + Ability to multitask with strict deadlines **What We Offer** Our values drive our actions, behaviors, and performance with a vision for a safer, more connected world. The salary range provided is a good faith estimate representative of all experience levels.
