The Preconstruction & Estimating Manager is responsible for overseeing the preconstruction design, entitlement, purchasing, and cost estimating functions for new store development and remodel programs totaling $200+ million in annual capital expenditures. This role ensures consistent execution and budget predictability across fee-development, build-to-suit, and internal remodel initiatives. The position serves as a cross-functional liaison among internal Real Estate, Architecture, Construction, Finance, Store Planning, and Merchandising teams, as well as external developers, general contractors, and consultants. The role also supports procurement coordination and leads conceptual cost estimating for all project types.
Essential Duties and Responsibilities (Min 5%)Lead preconstruction design services and oversee architectural consultant teams through entitlement and permitting phases.
Coordinate with developers and architects to ensure conceptual and final plans meet Tractor Supply Company (TSC) standards for REC leadership approval.
Review and validate site-specific construction documents, geotechnical reports, and contract scopes to ensure consistency with prototype standards.
Provide cost estimating for new construction and remodel projects, including prototype baselines, conceptual budgets, and bid analysis.
Lead coordination efforts for remodel projects such as Fusion and Garden Center, ensuring alignment with Store Planning and Construction teams.
Develop and maintain reliable entitlement schedules, evaluate scopes, and confirm alignment with construction timelines.
Manage procurement of Furnished By Owner (FBO) materials, and partner with contractors for timely deliveries and project execution.
Collaborate with Finance to issue purchase orders and approve payments; track and analyze supplier performance for cost, quality, and schedule efficiency.
Utilize business metrics to monitor cost performance, report variances, and integrate lessons learned into future projects.
Identify value-engineering opportunities and provide constructability reviews to enhance project efficiency and reduce risk.
Build and maintain strong partnerships with internal and external stakeholders to ensure project objectives are met on time and within budget.
Required QualificationsExperience: 10+ years of experience in preconstruction design management.
Education: Bachelor’s degree in architecture, construction project management, or an equivalent combination of experience and education is required.
