PREA Coordinator
AGS is looking for a PREA Coordinator to work in El Paso, TX. The PREA Coordinator is responsible for developing, implementing, and maintaining a reporting program in accordance with Prison Rape Elimination Act (PREA), serves as the point of contact for all PREA issues; ensures compliance with applicable federal mandates; responsible for maintaining current knowledge of all applicable standards and ICE policies and procedures relating to PREA standards; monitoring PREA standards and compliance strategy; and performs related duties as assigned. Takes proactive steps to ensure safety of detainees including prevention, detection, and intervention of sexual assaults and behavior of all detainees in ICE custody at the Camp East Montana transition center transportation and associated offsite locations. Supervises and manages the Facility Grievance Program and staff assigned to review and respond to detainee grievances. Assist HR Manager with employee conduct investigations as requested. To join our team of outstanding professionals, apply today! **Responsibilities** + Examines, reviews, and audits facility records and data to ensure compliance with PREA mandates. Reviews reports and investigations to ensure completeness, accuracy, and adherence to PREA standards and ICE policies. Advises as needed, answers staff questions and directs revisions and corrections. + Maintains database to track and archive PREA files, reports, and statistics. Uses statistics to improve the PREA program. Reports statistics annually to ICE COR for submission to ICE Headquarters in accordance with NDS 2025 standards. + Develops and/or reviews staff training in all aspects of PREA, both classroom and online curriculums, for new hires, existing staff, supervisors, volunteers, contractors, and anyone who may have contact with detainees. This position may also provide the staff training as requested or needed. + Provides ongoing training for all non-citizens in custody through brochures, posters, videos and in person when needed. Develops PREA training lesson plans and presentations as needed. + Writes, revises, and updates policies and procedures involving PREA standards. Annually reviews policies for effectiveness and possible standard deficiencies. Advises staff regarding implementation or interpretation of PREA policies. + Communicates regularly with ICE local staff, Facility Administrator, and officer command staff concerning PREA incidents, procedures, areas of potential compliance vulnerability, needs, training, statistics, etc. Meets regularly with Facility Director to advise and receive guidance to improve the program. + Coordinates with government to interact and support, as needed, local law enforcement entities for criminal investigations. + Works successfully with other entities to ensure compliance with PREA standards. Guides, assists, answers questions and monitors relationships to ensure successful cooperation. + Directly supervises the PREA Investigators. Advises, guides, trains, and directs as needed concerning PREA implementation. + Performs other job-related duties as assigned. **Qualifications** + Preferred bachelor’s degree in criminal justice or closely related field, which may be substituted with equivalent education and experience. + Minimum three years’ experience in a closely related field of law enforcement, corrections/detention, and special investigations + Minimum 2 years’ experience in a supervisory role + PREA Investigator Certification – Obtain and Maintain within 90 days of employment. **Knowledge, Skills, and Abilities:** + Knowledge of ICE National Detention Standards (NDS). + Knowledge of developing and maintaining program data, statistics, and reports + Knowledge of PREA auditing procedures. + Skills in problem solving and technical decision making. + Effective at managing time. + Competency of Microsoft Office Suite. + Excellent written and verbal communication skills. + Adept at responding to requests or inquiries from ICE agency officials, and only as directed or approved by ICE inquiries from the general public, congressional, and/or advocacy groups. + Familiar with detention/corrections operations, federal and state requirements, and the treatment of non-citizens in civil custody. **Qualifications:** + US citizen or a person lawfully admitted into the United States for permanent. residence and have resided in the U.S. for the last five years. + Pass a criminal background and consumer credit check (no criminal record). + Obtain and maintain a DHS/ICE government clearance. + Pass all pre-employment and random drug tests. + Pass a medical examination and meet health requirements. + At least 21 years of age. + Possess a valid state driver's license. + Knowledge of day-to-day operation of a detention facility. + Ability to greet and deal tactfully with the general public. + Capability of following and understanding written and verbal orders, policies and regulations. + Must exercise good judgment, courage, alertness, an even temperament, and render satisfactory performance through his/her responsibilities. + Ability to maintain poise and self-control during situations that involve mental stress. + Maintain a professional personal appearance and calm demeanor. + Possess a high degree of integrity, accountability, and confidentiality. + Demonstrate an ability to work with a diverse population of people, including people of different cultures, with different values and lifestyles, with a cross-cultural perspective. + Maintain current/physical residence in the continental United States. + Knowledge of ACA and DHS ICE Performance Based National Detention Standards and regulations on the operation of detention and correctional facilities; and ensuring adherence in all activities. + Membership in the American Correctional Association. The majority of the work is performed in an indoor/outdoor setting in a detention facility environment, working with a wide variety of people from different cultures, backgrounds and speaking various languages, while performing multiple functions. The position is required to be onsite during working hours. **Physical Demands:** Physical requirements include the ability to lift/carry up to 25 pounds occasionally, visual acuity, mental effort, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer, and viewing computer monitors for long periods. Subject to standing, sitting, walking, climbing stairs, bending, stooping, squatting, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, driving, repetitive motion, and client/customer contact to perform the essential functions.
