Job Description:
Parsons is seeking a Practice Manager – Traffic Design & Safety to lead and grow our regional traffic design team across the Greater Toronto Region (GTR). This role combines technical leadership, team development, and business growth, overseeing functional traffic design from 10% concept through 30% preliminary and supporting detailed design, tender, and construction.
This position is hybrid, with flexibility to work from any Parsons GTR office and remotely. Regular collaboration across GTR offices and travel to project sites throughout the GTA is required, with occasional travel within Canada and potential US travel as needed.
What You’ll Do
Build, mentor, and grow a high-performing traffic design and safety team.Oversee workforce planning, utilization, performance management, and succession.Establish and enforce technical standards, QA/QC gates (30/60/90/IFC), and digital delivery workflows.Champion continuous improvement, staff certification (P.Eng., RSP, PMP, etc.), and a collaborative, quality-driven culture.Oversee traffic functional and detailed design including intersection control, signals, signing, pavement markings, staging, and construction support.Lead safety programs including Road Safety Audits (RSA), systemic safety initiatives, and countermeasure development.Ensure compliance with TAC, MUTCDC, Ontario Traffic Manual (including Book 7), MASH, OPSS/OPSD, and municipal standards.Guide use of key tools including Civil 3D, MicroStation/OpenRoads, Synchro, SIDRA, HCS, AutoTURN, and digital CDE platforms.Support go/no-go decisions and shape capture strategies with Program Managers and BD teamLead technical proposal development and client presentations.Expand services across GTA municipalities, agencies, and transit authorities (e.g., Vision Zero and systemic safety programs).Deliver on bookings, revenue, margin, and backlog targets.Oversee scope, schedule, budget, and risk management within Parsons PMO/PMC frameworks.Maintain design liability awareness, quality documentation, and HSE compliance.What You’ll Bring
Bachelor’s degree in Civil or Transportation Engineering and P.Eng registered in Ontario (RSP, IMSA, PMP considered assets)12+ years in traffic design and safety and 3+ years leading teams or managing a functional groupEnd-to-end traffic design delivery (concept through construction)Intersection control (signals, roundabouts, all-way stops), staging and detoursSafety engineering, RSAs, systemic safety, roadside/barrier designStrong QA/QC discipline and sealed deliverablesProven ability to lead multi-project portfoliosResource planning, utilization management, and structured PMO deliveryClear communicator who translates complex technical content for clients and stakeholdersThis position is part of our Critical Infrastructure team.For more than 80 years, our experts have designed and delivered the critical infrastructure that connects and protects communities around the world.
