Portfolio Analyst

**Overview**
UIC Bowhead is seeking an experienced Portfolio Analyst to join our team supporting PM MAGTF C2, PEO Land Systems. This position requires a unique blend of traditional DoD acquisition portfolio/program analysis experience, combined with Lean Portfolio Management (LPM) in a Scaled Agile Framework (SAFe) 6.0 environment. The successful candidate will work side-by-side with government stakeholders to facilitate epic and lean business case development and capture value streams.
**Responsibilities**
• Support the implementation and sustainment of Lean Portfolio Management practices in accordance with SAFe 6.0.
• Facilitate the development of epics and lean business cases with government portfolio teams.
• Work with stakeholders to define and maintain portfolio-level Kanban boards and facilitate prioritization workshops.
• Support the identification, mapping, and refinement of value streams and investment guardrails.
• Analyze and provide recommendations on acquisition strategies, cost estimates, and AoA development for portfolio-level decisions.
• Configure and manage Jira/Confluence dashboards and workflows aligned to SAFe hierarchies (Epics, Capabilities, Features, etc.).
• Coach and guide PMO leadership, Epic Owners, Product Managers, and Scrum Masters on LPM practices, metrics, and performance tracking.
• Develop reports, visualizations, and metrics to support portfolio reviews, strategic portfolio reviews, and executive decision-making.
**Qualifications**
• BS in Business or Engineering (or equivalent)
• Minimum 5 years of experience as a portfolio or program analyst in a DoD acquisition environment.
• Experience supporting AoA development and Acquisition Strategy formulation.
• Understanding of DoD budgeting, PPBE process, and cost estimating practices.
• Strong skills with Jira and Confluence to support Agile portfolio/program management.
• Strong skills with MS Teams, SharePoint, and standard office productivity tools.
• Excellent facilitation, communication, and stakeholder engagement skills.
• Preferred Qualifications:
• Experience working in USMC, Navy, or Joint acquisition organizations.
• Prior experience supporting Lean Portfolio Management implementations in SAFe 5.0 or later.
• Familiarity with data governance, data-centric architectures, or Agile transformation efforts within DoD programs.
SECURITY CLEARANCE REQUIRED: Must currently hold a Secret security clearance. US Citizenship is required.
