Job Description:

Parsons is looking for an amazingly talented Port Department Manager to join our team! In this role you will be responsible for the overall governance, safety, legal compliance, and efficiency of port operations, ensuring alignment with international maritime conventions, national regulations, and strategic goals. The role demands deep expertise in IMO conventions (including SOLAS, MARPOL, ISPS, and ILO standards), environmental protection, and maritime law, as well as operational leadership in cargo handling, vessel traffic, and stakeholder engagement. The manager will also spearhead sustainability initiatives and digital transformation within port services.

What You'll Be Doing:

Oversees operational and non-operational functions of the Port Department to ensure the operation and administrative efficiency and strategic alignment.

Oversees all functions in the Port Department including the Harbor Master Office (HMO) and Port State Control (PSC) including vessel traffic services (VTS), port entry/exit procedures, pilotage, berthing, and anchorage assignments and ensure compliance with navigational safety protocols.

Leads and manages department staff, fostering a collaborative and high-performing work environment.

Supports the Director in establishing and implementing department policies, goals, objectives, and procedures as approved by the Port Director.

Directs or assists in establishing, measuring, and reporting on department goals, KPIs, QA/QC, QMIS procedures, and overall performance.

Assists the Director in identifying skill and knowledge gaps within the team and in developing appropriate training and career development plans.

Creates an environment that supports innovation and provides opportunities for staff to progress along defined career paths.

Prepares and manages departmental budgets, forecasts, and financial performance reports.

Coordinates with the Port Director and senior management on strategic planning initiatives.

Assists the Department Director in communicating departmental support needs to the SAPL Program Manager.

Evaluates subordinates’ performance fairly and transparently on a regular basis.

Lead the safe, efficient, and profitable operation of the port terminal by managing all aspects of production to meet customer and throughput commitments, while ensuring full compliance with local regulations, safety standards, and company policies.

Facilitates cross-functional collaboration with operations, finance, HR, and other internal teams.

Serves as a liaison with clients, vendors, and regulatory agencies on non-operational matters.

Supports project planning and execution across port departments, ensuring timelines and budgets are met.

Assists with workforce planning, including resource allocation, scheduling, and recruitment support.

Prepares reports, presentations, and documentation for internal and external stakeholders.

Participates in audits, inspections, and risk management initiatives as needed.

Leads or contributes to continuous improvement initiatives across administrative processes.

Supports incident investigation follow-ups and implementation of corrective actions.

Performs other duties and special projects as assigned by the Port Director.

What Required Skills You'll Bring:

Bachelor’s degree in Port Management, Maritime Studies, Logistics, Business Administration, Public Administration, or a related field is required.

Master’s degree in a relevant field is highly desirable and may substitute for part of the experience requirement.

Minimum of 20 years of progressively responsible experience in port management, logistics, maritime administration, or a related field, with a strong track record of team leadership, departmental management, and administrative coordination.

Professional certifications in port operations, quality management, project management, or related disciplines (e.g., PMP, ISO, PFSO, Lean Six Sigma) are considered advantageous.

Strong ability to collaborate with senior leadership, cross-functional teams, government bodies, and external stakeholders.

Ability to work effectively to tight deadlines, handle multiple priorities and workloads, and manage changing priorities.
