About the role
We are seeking two experienced Community Development Superintendents to work on a back-to-back roster at the Porgera Mine. In this role, you will lead the effective planning and implementation of social development programs under NPL’s Community Development Plan. This is a delivery-focused role requiring strong operational leadership and field presence to ensure consistent and high-quality project execution across the mine-affected communities.
Working in rotation, the Superintendents will manage sectoral programs—health, education, food security, water, and local business / economic development—and support program alignment with NPL’s community obligations and best practice standards.
In this role, you will.
Deliver the 3-year rolling Community Development Plan and ensure programs are implemented on time, on budget, and to a high standard. Provide field-based oversight of projects in rural communities, managing logistics, technical teams, and contractors where applicable. Supervise and mentor Advisors and Officers to ensure effective tasking, skill development, and performance. Manage program budgets, procurement, and reporting requirements to internal stakeholders and governance bodies. Coordinate with Community Development Committees (CDCs) to incorporate community priorities into project delivery, while ensuring transparency and accountability. Monitor, evaluate, and report on program outcomes and KPIs, using Borealis and other tools to ensure performance data is systematically recorded, analysed, and reported. Use Borealis to track program inputs, outputs, and community interactions, and generate internal and external reports. Support NPL’s participation in the Tax Credit Scheme and Sustainable Development Fund, ensuring compliance and timely documentation. Ensure all development activities are conducted safely, with proper risk controls and in compliance with relevant legislation. Maintain a high level of health and safety awareness and comply with the NPL Occupational Health & Safety Policy and all health & Safety Policy

Qualifications & Experience:
Degree in Community Development, International Development, Social Work, or related discipline. Minimum 10 years of experience in social performance roles, with at least 5 years in a supervisory or leadership capacity. Proven experience managing large-scale, multi-sectoral development programs in rural or extractive industry contexts. Strong leadership, communication, and conflict resolution skills. Deep understanding of Porgera’s social, cultural, and governance dynamics. Demonstrated ability to operate effectively within a rostered, site-based environment.Mobilization Requirement
This is a PNG National Staff position, a site-based role on a Fly in Fly out arrangement with rotation of 21 days on and 14 days off. Must successfully pass a pre-employment medical including drug and alcohol screening. (This will be arranged only for successful candidates who progress after the interview stage) and have an up-to-date Police Clearance Certificate (acquired within the last 6 months).
