Porgera | Senior Advisor – Economic Programs

About the role

We are seeking a technically strong and field-based Senior Advisor – Economic Programs to lead the design, coordination, and delivery of economic development initiatives for communities impacted by the Porgera Mine. This role focuses on enterprise support, market access, financial literacy, and broader economic participation.

You will lead a small team of officers, coordinate closely with Community Development Committees (CDCs), and ensure programs are implemented with accountability, measurable outcomes, and alignment with NPL’s Community Development Plan.

Key Responsibilities:

Lead the day-to-day direction, implementation, and quality control of economic development programs. Develop economic project proposals and budgets in consultation with the Community Development Superintendent. Supervise and mentor Economic Program Officers, providing technical support and guidance. Facilitate structured engagement with CDCs to prioritize, plan, and monitor economic initiatives. Represent NPL in economic planning forums, local program meetings, and stakeholder sessions. Coordinate meetings and field activities that connect community businesses or groups with training, resources, and opportunities. Monitor performance and report regularly on outputs, outcomes, and areas for improvement. Identify risks and constraints affecting implementation and propose proactive solutions. Ensure programs are aligned with the Community Development Plan and broader social performance objectives.

Skills & Experience:

Degree in Economics, Development Studies, Rural Finance, or a related field. 6+ years’ experience leading economic or enterprise development programs, preferably in rural PNG. Strong understanding of market systems, rural economics, and business development. Demonstrated ability to manage small teams and deliver field-based programs. Skilled in stakeholder consultation, participatory planning, and reporting. Proficiency in Borealis, Microsoft Office and basic data tracking systems. Fluent in English and Tok Pisin; and in Ipilli an advantage.

Mobilization Requirement 

This is a PNG National Staff position, a site-based role on a Fly in Fly out arrangement with rotation of 21 days on and 14 days off. Must successfully pass a pre-employment medical including drug and alcohol screening. (This will be arranged only for successful candidates who progress after the interview stage) and have an up-to-date Police Clearance Certificate (acquired within the last 6 months).
