About the role
We are seeking an experienced and strategic Senior Advisor – Community Development Committees (CDCs) to establish, coordinate, and lead the governance and operations of Community Development Committees. This position is essential in empowering communities to plan, prioritize, and manage sustainable development projects through a transparent, accountable, and participatory platform.
The role will work directly with local communities, CDC board members, internal departments, and external partners to ensure that CDCs are representative, functional, and aligned with Porgera’s development goals in education, income generation, and preventive health.
In this role, you will.
Establish and roll out CDCs across target communities in accordance with agreed procedures and governance standards. Facilitate community meetings, elections, board inductions, and capacity-building workshops for elected CDC members. Guide CDCs through project identification, proposal development, and community validation processes. Coordinate the annual planning, prioritization, and submission of projects for internal review and funding approval. Ensure projects are aligned with development axes (Education, Income Generation, Preventive Health) and meet sustainability and compliance standards. Manage the competitive fund process for community proposals and coordinate evaluation committees. Monitor and support the CDCs' performance in decision-making, financial management, and project oversight. Maintain accurate documentation in physical and digital formats, and ensure use of NPL systems such as Borealis, INX, ISOmetrix for M&E tracking. Promote inclusive governance in CDCs, ensuring representation of youth, women, and municipal stakeholders. Support integration of CDC outputs into the broader Community Development Plan and SDG-aligned targets.

Qualifications & Experience:
Bachelor’s degree in Community Development, Governance, Public Administration, or related field. 8+ years of experience facilitating participatory governance, rural institutions, or community-based planning. Strong understanding of community dynamics, representation models, and grassroots leadership. Demonstrated success in establishing or supporting institutional community structures. Excellent facilitation, conflict resolution, and reporting skills. Proficiency in project planning tools and monitoring software (e.g., Isometrix). knowledge of Ipili or Engan highly regarded.Mobilization Requirement
This is a PNG National Staff position, a site-based role on a Fly in Fly out arrangement with rotation of 21 days on and 14 days off. Must successfully pass a pre-employment medical including drug and alcohol screening. (This will be arranged only for successful candidates who progress after the interview stage) and have an up-to-date Police Clearance Certificate (acquired within the last 6 months).
