About this Job
The Office of Energy promotes the efficient use and responsible management of energy in the state. It helps maximize Louisiana's energy potential by exploring all energy sources and by reducing current energy consumption through education, energy-use studies, and demonstrations of energy-efficient technologies.
This Policy Planner 4 is a senior-level position, responsible for leading statewide energy policy development, with a primary focus on federally funded energy initiatives and grant programs administered through the U.S. Department of Energy (USDOE). The incumbent develops policies, procedures, and planning frameworks to ensure alignment with federal energy priorities, regulatory compliance, and effective delivery of energy efficiency and renewable energy programs.
Minimum Qualifications
Seven years of experience in policy planning; OR
Six years of full-time work experience in any field plus four years of experience in policy planning; OR
A bachelor's degree plus four years of experience in policy planning; OR
An advanced degree plus three years of experience in policy planning.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Duties and responsibilities include, but are not limited to the following:
+ Serve as the lead policy strategist for federally funded energy initiatives, including the State Energy Program (SEP) and grant programs authorized through federal agencies to include but not limited to the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA).
+ Lead development, maintenance, and implementation of the Louisiana State Energy Plan, ensuring all components are consistent with federal energy priorities and programmatic funding conditions.
+ Develop, revise, and implement internal policies and procedures to govern the execution of federal energy grants, with a focus on accountability, compliance, and strategic impact.
+ Interpret federal and state legislation, guidance, and translate them into actionable policies, templates, and workflows within the Office of Energy.
+ Coordinate policy-related aspects of federally funded energy programs with stakeholders including the Governor’s Office, Division of Administration, USDOE, and regional partners.
+ Provide strategic direction and oversight of programs funded by federal energy grants, ensuring they meet performance metrics, reporting deadlines, and compliance standards.
+ Review and approve program work plans, scopes of work, and deliverables to ensure consistency with both federal grant terms and the State Energy Plan.
+ Develop and maintain policy guidance, templates, and technical assistance tools for grant applicants, subrecipients, and internal users participating in federally funded energy programs.
+ Provide expert technical and policy guidance to local governments, school systems, higher education institutions, and nonprofits participating in federal energy programs.
+ Performs other related duties as assigned by the manager.
Compensation: The maximum amounts listed are the maximum salary amounts a person can make at each level over their career andnot the amount we are allowed to pay a new hire.
Appointment Type: Probational. A current, permanent status state employee may be required to accept a probational appointment in lieu of promotion.
