Spherion is seeking a Policy Analyst to support key benefit areas in the Division of Medicaid Services (DMS) - all from the comfort of your home.
... This is a long-term contract position offering 4 weeks of paid time off annually and is fully remote for Wisconsin residents.

Under the guidance of the Benefits Policy Section Manager, you will oversee the development and ongoing management of Medicaid fee-for-service (FFS) policies for assigned benefit areas such as home health, personal care, private duty nursing, EVV, and Act 119 services.

You'll analyze proposed policy changes, coordinate implementations, respond to stakeholders, and serve as a subject matter expert. Your work will shape how Medicaid policies are implemented across the state - impacting healthcare providers, organizations, and Wisconsin residents who depend on these services.

Responsibilities:
Policy Development & Analysis

Evaluate proposed coverage and reimbursement changes for assigned Medicaid benefit areasResearch relevant laws, clinical standards, utilization data, and best practicesDraft and present clear policy options and recommendations to leadershipMonitor legislation and federal initiatives for state-level impact

Implementation Support

Develop rollout plans for new policies and work with technical teams on implementationReview business requirements and technical specificationsCoordinate provider communications and stakeholder updatesSecure legal and clinical approvals to support policy initiatives

Ongoing Program Administration

Ensure alignment of policies with Medicaid systems and reimbursement practicesRespond to complex policy inquiries from providers, lawmakers, and stakeholdersDraft correspondence on behalf of senior leadershipCollaborate with managed care, waiver, and county programs

Stakeholder Engagement

Represent assigned benefit areas in internal and external policy discussionsServe as a liaison to healthcare providers, advocacy groups, and public officialsCoordinate policy efforts with technical, clinical, and legal teams

Qualifications:

Bachelors degree in public policy, health administration, or a related field (or equivalent experience)2+ years of experience in healthcare policy, Medicaid, or program administrationStrong knowledge of federal and state Medicaid law and regulationsFamiliarity with healthcare billing and coding systems (CPT, HCPCS, ICD)Excellent analytical, writing, and communication skillsAbility to work independently while managing complex initiatives and meeting deadlinesExperience with Microsoft Office Suite, virtual communication platforms (e.g. Zoom), and data analysis tools preferred
