About this Unit: The Division of Youth Services director’s office includes all central division administration activities and responsibilities related to the management and oversight of state-operated youth centers and privately contracted residential and non-residential services for both detained and committed youth. In addition, the Division of Youth Services administers a community-based system that includes case management and parole services, and the Division of Youth Services Detention Continuum. The director’s office maintains responsibility for the following administrative functions: developing policies; developing and allocating resources for programs and providing administrative systems to support programs, such as data, financial management and contracting systems; developing and implementing short-term and long-term planning initiatives to address Division of Youth Service’s current and future program and resource needs. About this Position: This position supports the Director of Policy and Legislative Affairs in the development, revision, and expungement of DYS policies, and works closely with the leadership of the different units within the Division. The position develops policy and standard operating procedures for the release of youth records and for the Division’s internal communications processes, and serves as a backup for Records and Communications employees when needed. Summary of Job Duties: Policy Writing and Form Writing/Updating: + This position collaborates with the Director of Policy and Legislative Affairs in the development, revision, and expungement of DYS policies, and works closely with the leadership of the different units within the Division. Reviews law, Colorado Revised Statutes, the Colorado Children’s Code, other state policies, and other resources to ensure best practice and laws are being followed. Ensures the accuracy of content, grammar, and formatting of policies and statewide forms. Solicits feedback from stakeholders and employees within the Division. Maintains the statewide forms list for the Division and updates forms as needed. Ensures all statewide forms meet accessibility guidelines from the State and the Department. Ensures that other policies impacted by a policy change are revised as needed. Offers technical assistance to policy content. DYS Records Unit Policy Development and Maintenance: + This position develops and maintains policy and standard operating procedures for the Division Records Unit. The records include but are not limited to a youth's master file, accompanying assessment records, behavioral health and medical records, and TRAILS records including but not limited to: admissions/release, behavior management/group life, incident reports, medical and dental, psychotherapy notes, assessment, commitment, expunged records and parole documentation. This position works with internal and external stakeholders to communicate clearly about the Division records release process. When needed due to high volumes of records requests, this position receives and reviews requests for information from all Division youth centers and regional offices, reviews all releases and accompanying information to determine the purview of the requestor, and ensures that all records are released in compliance with State and Federal Privacy Laws. This position is also responsible for the proper redaction of protected information from released records. DYS Communications Unit Policy Development and Maintenance: + This position develops and maintains policy and standard operating procedures for the Division’s Communications Unit regarding internal communication processes. This position works with internal and external stakeholders to ensure effective internal communication throughout the Division. This position involves creating and maintaining effective communication channels, both internally and externally, to facilitate information sharing among staff and stakeholders. Additionally, the individual works on marketing the division's programs, outcomes, and successes.
