The Professional Learning Community (PLC) and Tiered System of Supports (RtI/MTSS) position develops supports, provides onsite and virtual training, and assists with the implementation of evidence-based strategies to increase school and district effectiveness through the use of the Professional Learning Community model. This position coordinates federally-funded and state-funded initiatives, with a focus on schoolwide systems of intervention for Idaho students. This position will work closely with other SDE departments in providing direct support to Idaho schools. This is a full-time position serving under an appointment of the State Superintendent of Public Instruction. RESPONSIBILITIES: · Provide virtual and face-to-face professional development to LEA’s & schools for high-quality implementation of the Professional Learning Community (PLC) model. Emphasis is placed on face-to-face, onsite training (and modeling) for school leaders, leadership teams, and groups of teachers. · Assist building leaders and school personnel in the development of the Response to Intervention (RtI) or Multi-Tiered Systems of Support (MTSS). Includes coordinated delivery of information, training, and technical assistance that builds capacity for statewide implementation of RtI/MTSS through research-based practices. · Support the development and implementation of clear and achievable methods for collecting evidence of impact in alignment with PLC and RtI/MTSS. Heavy focus on the use of formative assessment to guide instructional decision making · Support the improvement of academic achievement and growth on statewide assessments by building the capacity of districts to implement coordinated, intensive interventions for at-risk students. · In coordination with the Director of Content and Curriculum, guide building leaders in a review of curriculum (both ELA and Math) effectiveness · In coordination with the Director of Content and Curriculum, help building leaders consider changes to core, supplemental, and intervention curriculum (both ELA and Math) as appropriate · Work directly with school and district leadership teams to use resources, strategies, assessments, and evaluation procedures to adequately address local needs. This includes working with the Curriculum/Content team and Assessment/Accountability team to ensure the use of reliable formative assessment tools to measure progress toward identified academic goals. · Provide professional development and support to SDE staff in the best practices of the PLC and RtI/MTSS models, including assistance incorporating these practices into content and program-specific school and district supports. · Collaborate with other SDE departments in bridging resources, knowledge, and experience to align SDE services to districts and schools. · Work directly with and support Federal Programs staff in working with technical assistance to schools, designated as Comprehensive Support and Improvement Underperforming (CSIUp), · Comprehensive Support and Improvement Grad (CSI-Grad), Comprehensive Support and Improvement Re-identified (CSI-R), Targeted Support and Improvement (TSI), and Additional Targeted Support and Improvement (ATSI). MINIMUM QUALIFICATIONS: · Background implementing and leading the PLC process within the school setting. · Experience implementing and leading an evidence-based tiered system within the school setting. · Ability to articulate and demonstrate a strong understanding of PLCs and RtI/MTSS models and best practices, including analyzing evidence, identifying areas for improvement, and providing action steps for improvement. · Undergraduate degree from an accredited college or university with an emphasis in related area of education. · Five or more years in public education as a teacher or administrator. · Ability to understand and synthesize educational research. · Clear understanding of the use of formative assessment data in the PLC/RtI/MTSS process. · Experience developing and revising building-level and/or LEA-level Strategic Plans. · Ability to understand and synthesize educational research in the field of School Improvement. · Ability to communicate articulately through writing, speaking, and public presenting with a variety of stakeholder groups. This includes composing business documents and grants, creation of presentations, and frequent email communication. · Ability to manage budgets and track expenditures in accordance with federal, state and program requirements, under the direction and guidance of the Content and Curriculum Director. · Work effectively as a member of a team, promote team goals and maintain team climate. · Establish and maintain effective and collaborative working relationships with school districts, advisory, and community groups. · Ability to travel to provide technical assistance and training throughout the state. Desired Qualifications: · Successful experience leading PLC teams in the K-12 education setting. · Experience participating in the CSI-Up process, as a school administrator or school staff. · Successfully led a school/District through the CSI-Up process. · Graduate-level coursework or degree in Educational Leadership or School Improvement. · Experience as a school or district administrator or building team leader. · Current Endorsement in Teaching and/or Administration. TRAVEL REQUIRED: This position requires approximately 25% travel time throughout the state for training, monitoring and face-to-face interactions with Idaho schools.
