Airswift is looking for a DOT Compliance Manager to work for a major LNG/pipeline project in Houston, TX, for an initial 2-year assignment likely to be extended.
The DOT compliance manager for the Pipeline 200 (a FERC-regulated pipeline) is responsible for ensuring the pipeline's compliance with both DOT regulations (specifically 49 CFR Part 191, 192, 195, and 199) and FERC guidelines.?
This role will focus on safety, security, and regulatory adherence from pipeline construction through operation and maintenance.?
Purpose:
The DOT compliance manager acts as the bridge between the Company
(operator) and the federal regulatory agencies, ensuring that the project is built and operated in a safe and compliant manner. ?
During the construction phase, the DOT compliance manager plays a crucial role in ensuring the project adheres to federal safety regulations and permits, particularly those managed by the PHMSA within the DOT.?
Post Construction, the Pipeline DOT Compliance Manager manages and administers the DOT pipeline compliance program for all Woodside midstream pipelines and personnel responsible for pipeline safety compliance functions.? In addition, this position will be communicating to and working with project management teams, Subject Matter Experts (SMEs), and other departments on items that affect the design and construction of new assets.
This role will lead and develop the DOT compliance program from inception, developing records requirements, reporting methods, and data management.
Description/Responsibilities:
Activities and responsibilities associated with this role are:
Provide leadership and strategic direction to ensure we operate in full accordance with the Department of Transportation, Pipeline Safety within the Pipeline Hazardous Materials and Safety Administration (PHMSA) and PHMSA regulatory framework.
Ensure implementation of regulations by working with project management teams during design and construction activities.
Manage and oversee required construction and operation reporting and record keeping while ensuring reporting compliance, accuracy and proper maintenance of appropriate files in accordance with regulations.
Develop and maintain internal pipeline compliance auditing program.
Provide guidance to field personnel in sound auditing practices.
Manage program and system implementation required to demonstrate the DOT compliance meets regulatory requirement in accordance with Title 49, Part 192.
Stay current with changes to federal and state DOT regulations.
Support Quality Assurance efforts of DOT Compliance Programs, ensuring programs are documented to demonstrate compliance with regulatory and internal requirements, processes, and standards.
Assist with development and maintenance of procedure training program.
Oversee external auditing and regulatory inspections and audits.
Provide leadership in managing DOT pipeline compliant field personnel and ensure they have the resources and training necessary to fulfill their job requirements.
Compose responses for pipeline audit issues.
Develop interpretations of pipeline regulations for pipeline management.
Monitor PHMSA site for finding, finds, safety alerts, and other action taken by PHMSA and ensure we do not have gaps in our policies, standards, and procedures.
Monitor pipeline processes and make recommendations for improvements that drive compliance with regulations.
Skills:
DOT regulations: Expert knowledge of 49 CFR Part 191 & 192 (Transportation of Natural Gas), Part 195 (Transportation of Hazardous Liquids), and Part 199 (Pipeline Safety) is essential.
DOT Safety Standards: Ensure that all construction activities comply with DOT's pipeline safety standards, which are overseen by PHMSA.?
FERC regulations: Understanding of FERC regulations and their impact on pipeline safety and operations is crucial.
Working with FERC: Coordinate with FERC throughout the application and construction process, including providing required information for the Project's Resource Reports.?
Pipeline Operations: Familiarity with pipeline infrastructure, maintenance practices, and operational procedures is vital.
Regulatory Reporting: Familiarity with reporting requirements for both DOT and FERC.?
Safety Inspections and Reporting: The compliance manager conducts or oversees inspections to ensure compliance with safety regulations and reports any incidents or non-compliance to PHMSA.?
Safety Management Systems: Experience in developing, implementing, and maintaining pipeline safety management systems (PSMS).
Training and Education: Ability to develop and deliver training programs for employees on safety regulate ons and procedures.
Experience:
Minimum 15yrs experience in a similar role.
In-depth knowledge of 49 CFR Part 191 & 192 (Transportation of Natural Gas), Part 195 (Transportation of Hazardous Liquids), and Part 199 (Pipeline Safety).
In-depth knowledge of FERC regulations and their impact on pipeline safety and operations.
Experience complying with DOT's pipeline safety standards, which are overseen by PHMSA.?
Experience in developing, implementing, and maintaining pipeline safety management systems (PSMS).
Experience obtaining necessary permits for pipeline construction, particularly for activities affecting federal lands or navigable waters, ensuring compliance with applicable laws and regulations.?
Experience working with FERC throughout the application and construction process, including providing required information for the Project's Resource Reports.?
