The Geology and Engineering Division provides the State Mineral and Energy Board (Board) with expertise, advice, and recommendations in the fields of geology, geophysics, and engineering, by compiling, maintaining, and analyzing varied scientific data to determine the most advantageous minerals exploration, development, and production on State-owned lands and water bottoms. The geologists and engineers also handle a variety of special projects involving minerals activity on State acreage at the request of departmental and office administration or as a result of developing industry activity. Minimum Qualifications A bachelor’s degree in a geoscience field or engineering plus four years of experience in the evaluation of oil and gas drilling, oil and gas production and/or oil and gas transportation, mining engineering or geology; OR A master's degree in a geoscience field or engineering plus three years of the required specialized experience; OR A doctorate in a geoscience field or engineering plus two years of the required specialized experience. Job Duties and Other Information This Petroleum Scientist Manager 1 position is located in the Geology & Engineering Division within the Office of Mineral Resources in Baton Rouge, LA. This position manages the Special Engineering Projects program. The tasks are mandated by Louisiana Revised Statutes 30:129.A. whereby the State Mineral & Energy Board “shall have full supervision of all mineral leases grated by the state.” Duties involve highly responsible engineering, supervisory, and administrative tasks critical to the administration and analysis of oil & gas production and operations of the State’s mineral interest lands and water bottoms. Additional duties include but are not limited to: + Manage operating agreements authorized by L.R.S 30:209(4)(a) and (b) + Serve as the program’s senior engineer responsible for managing all professional engineering activities including supervisory and administrative oversight of assigned staff + Preparation and management of operating agreements + Certification of shut-in gas wells as commercially productive + Valuation and monitoring of production reports for unleased state mineral interests + Recognizing and validating Force Majeure conditions + Manage reporting and payout determination for unleased state mineral interest + Provide engineering management, guidance, and professional expertise in evaluating and approving commingling requests, operations acceptable for lease maintenance, etc. + Determine production volumes attributable to state royalty interests. + Propose and assist with the drafting of legal documents, agreements, and proposed legislation regarding mineral leases. + Other duties as assigned.
