The Payroll Specialist is responsible for accurately and efficiently processing bi-weekly payroll for both union and non-union employees. This role ensures payroll accuracy, regulatory compliance, and timely reporting while maintaining payroll records, resolving employee inquiries, and collaborating closely with Human Resources and Finance. The Payroll Specialist also supports audits, reporting, and payroll system initiatives, including ERP implementations.
Responsibilities
+ Process bi-weekly payroll for union and non-union employees with high accuracy.
+ Verify, audit, and maintain employee time records, pay adjustments, deductions, and leave balances.
+ Calculate regular, overtime, holiday, shift differential, premium, incentive, and retroactive pay.
+ Maintain comprehensive payroll records including earnings, deductions, benefits, loans, and personnel changes.
+ Process payroll actions related to new hires, terminations, promotions, reclassifications, and employee loans.
+ Interpret and apply collective bargaining agreements, personnel policies, payroll codes, laws, and regulations.
+ Ensure compliance with federal, state, and local payroll regulations and company policies.
+ Prepare, verify, and submit quarterly payroll tax reports and other required external filings.
+ Assist with the administration of Public Employees’ Retirement System (PERS/NVPERS) reporting.
+ Submit payroll deduction, deferred compensation, and retirement reports.
+ Assist with payroll audits, testing, reconciliations, and year-end processing including W-2s.
+ Reconcile payroll liability accounts within the general ledger.
+ Respond to employee inquiries regarding payroll, deductions, and leave balances professionally.
+ Provide guidance and training to employees and supervisors on time reporting and payroll processes.
+ Compile payroll data and prepare reports related to staffing, overtime, and payroll trends.
+ Coordinate payroll data and processes with Human Resources and Finance staff.
+ Maintain strict confidentiality of payroll and employee information.
+ Perform weekly cash count duties related to customer receipts, deposits, and audits, as assigned.
+ Assist Human Resources with special payroll-related projects.
+ Support payroll system initiatives and ERP implementations, including configuration, data extraction, testing, and validation.
+ Perform related duties as assigned.
Essential Skills
+ High school diploma or GED.
+ 4–5 years of payroll processing experience.
+ Experience working with automated payroll systems/HRIS.
+ Knowledge of payroll principles, practices, and applicable regulations.
+ Strong attention to detail and accuracy.
+ Proficiency in Microsoft Excel and standard office software.
Additional Skills & Qualifications
+ Experience with union payroll processing.
+ Familiarity with Nevada PERS (NVPERS) - Retirement reporting.
+ System Implementation - ERP upgrades/support.
+ Advanced Excel skills for reporting efficiency.
+ Familiarity with public sector payroll and enterprise ERP systems.
Work Environment
This position offers a stable, long-term opportunity within a public-sector environment. The role involves strong collaboration with HR and Finance teams and provides the opportunity to become a payroll subject matter expert. There is exposure to system enhancements, and the work involves processing payroll for approximately 300 employees, with 50% of them being union members. The bi-weekly pay period runs from Sunday to Wednesday.

This is a Contract to Hire position based out of Reno, NV.
Pay and Benefits
The pay range for this position is $30.00 - $35.00/hr.
