The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North. Currently IRC Yemen is operating in eight governorates in the south of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

SCOPE OF WORK & JOB SUMMARY:
The Partnership and Reporting Manager is a critical member within finance and plays a key role in supporting IRC Yemen's programming through Partners. The role provides technical oversight of all Partner’s financial management and performance, supports pre-award assessments, budget development, financial reporting, monitoring, and capacity sharing. Ensures partner compliance with the IRC and donor financial requirements, strengthens financial risk management, and contributes to strategic partnerships.
Reporting:- As part of the finance Budgeting & Reporting team under the direct supervision of the Budgeting & Reporting Coordinator, the Partnership & Reporting Manager will be the focal person for the grant’s financial reporting, consolidation of the spending plans, projections, and budget revisions,. The position holder will ensure the project financial management issues are immediately attended to and ensures that the project budgets and reports are prepared in accordance with the IRC, donor requirements and are submitted within the requested internal and external timelines.
In addition, this position will ensure that the grant reported costs are reviewed against the approved budget in compliance with the donor regulations and the IRC requirements, additionally will develop budget tools and conduct budget trainings to ensure efficiency and accuracy in Budgeting and planned spending.

MAIN RESPONSIBILITIES:
Partnership Financial Management:
· Champion the application of IRC’s Partnership Excellence for Equality and Results System (PEERS) across all financial interactions, ensuring financial support is grounded in mutual respect, equity, and transparency, and that finance staff adopt a partner-led mindset.
· Serve as a finance focal point throughout the partnership management cycle, ensuring that financial tools, guidance, and processes reinforce local leadership, adapt to partner contexts, and reflect the principle of “do no harm” to local institutions.
· Participate in the Partner Capacity Assessment (PCA) and collaborate with cross-functional teams and partners to identify, analyze, and manage financial risks through co-developed and continuously reviewed mitigation strategies.
· Work collaboratively with partners to develop and finalize budgets and budget amendments.
· Review the partners documentation supporting each type of reported costs, as per the standard requirements to the operating context and the partner internal policies. Identify missing documentation, operating weakness and internal control issues
· Review and advise on financial clauses within partnership agreements, including terms for advances, cost documentation, reporting, and special conditions, ensuring they are realistic, context-sensitive, and compliant.
· Work collaboratively with Partnership unit to ensure the timely disbursement of funds to partners in accordance with the partnership agreement to ensure program continuity, ensuring clear communication with the partners.
· Collaborate directly with partners finance staff to ensure completeness, correctness, and accuracy of their financial reports and cash requests. Provide feedback to the partner in consultation with Budgeting/Reporting Coordinator and Deputy Finance as appropriate
· Review the partners financial reports (and narrative reports for consistency) and relevant supporting documents to ensure compliance with the partnership agreement, donor regulations and the IRC policy. providing feedback to the partner in consultation with the Partnership team as appropriate.
· Perform the financial monitoring of the partner budgets and actual spending in collaboration with program technical coordinators and Partnership unit, identifying issues and working proactively and collaboratively with partners to resolve them.
· Participate in the review of the performance of the partner, of the IRC, and of the partnership, including successes, challenges and lessons learned
· Review the partner’s budget remaining balances against actual spending and spending plans, feedback advise on spending status. Request feedback on the over/under spending and support the program team in realigning/ reallocating savings, if any
· Maintain audit-ready, organized, and complete financial documentation for all sub-awards in compliance with internal and donor audit standards.
· Support financial closeout of partnership agreements, including verification of final expenditures, asset confirmations, and financial reconciliations.
Projects Reporting Responsibilities:
· Assist in the preparation of the projects Budget vs Actual (BvA) and spending plans of the projects to be up-to-date to be shared monthly within the timeline.
· Update and verify the project spending plans consolidated as received from the designated budget holders for the project activities and allocated budget and Shared Cost allocation calculation projection.
· Review the budget remaining balances against actual spending and spending plans, feedback advise on spending status. Request feedback on the over/under spending from budget holders.
· Participate in Project Cycle Meeting (PCM) as well as Budget vs Actual meetings for the grant spending feedback and follow-up on action points identified during the grant meetings.
· Provide analytical financial information supporting the Project Implementation.
· Provide support and feedback to Program Coordinators budget and operations holders on questions related to the BvA reports actual spending and projections.
· In compliance with the donor regulations and the IRC requirements, propose adjustment entries required for the reports and grant financial reports.
· Prepare the new budget line codes (D2 codes) and project category codes for new budget lines, perform the upload in Integra system.
· Assist in the preparation of the grant external donor financial reports for the review and sign off in-country for further submission. Ensures the reports are in compliance with the donor reporting templates, to be shared within the required timeline as per internal and external contractual requirements.
· As part of the preparation review the reports actual charges on key IRC and donor accuracy and compliance issues.
· Provide analysis and guidance on the project staff coverage, salary mapping in addition to the Shared Program Cost coverage and allocations.
· Perform the Finance verification of the project procurement Requests ensure that the Items are allowable, allocable and reasonable; Budget remaining balances are adequate; Accuracy of information included of the Items charging codes are correct and Mathematical calculation of total amounts
· Assist in conducting staff finance and budget training and induction sessions for the Program staff, Operations staff, Partner consortium staff on project related finance topics, such as: Budget Financial management, Reporting templates, Financial internal controls, review actual charges and reports..etc
Minimum Qualifications:REQUIREMENTS: (Qualifications, Skills and Abilities):
A. Education:
§ Bachelor’s degree in Finance, Accounting, or related field (economics, commerce, statics). an advanced degree is preferred.
B. Experience:
· Minimum 4 years of progressive financial analytical and reporting experience, managing financial projects budgets. INGO experience preferred.
C. Skills, Abilities and Proficiencies:
Excellent advanced analytical skill is essential,
Very good written and oral communication skills, including the ability to present to groups of all sizes.
Ability to work under minimal supervision and deliver on set objectives within given timelines.
Ability to work effectively handling multiple simultaneous tasks and demands coming from multiple sources.
Good interpersonal skills; detailed oriented, patience, diplomacy, and appropriate assertiveness.
Proficiency in MS Office software suite – including Word, Excel, PowerPoint and Outlook.
Experience working with databases and/or other tracking systems preferred
