About this Job
The Office of State Parks (OSP) serves the citizens of Louisiana and visitors by preserving and interpreting natural areas of unique or exceptional scenic value, planning, developing and operating sites that provide outdoor recreation opportunities in natural surroundings, preserving and interpreting historical and scientific sites of statewide importance and administering intergovernmental programs related to outdoor recreation and trails.
The purpose of this position is to directly supervise multiple statewide programs for the Office of State Parks and to assist the Assistant Secretary and Deputy Assistant Secretary. The position leads in the administration of programs, more than 95% of which are dispersed statewide, to ensure adherence to the agency's mission to preserve, protect, and interpret the natural areas of unique or exceptional scenic/cultural value.
Minimum Qualifications
Two years of the required experience for the following minimum qualifications must have been in the operation or administration of parks, outdoor recreation, or historic sites:
Six years of experience in the operation, administration, or maintenance of parks, outdoor recreation, or historic sites; or in parks or conservation work; OR
Six years of experience in law enforcement, interpretive services, mobile equipment operation, building construction or maintenance.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the general experience. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience.

Job Duties and Other Information
Job Duties:
+ Directs the work activities of all programs statewide for Operations, Facility Services, and Resource Development sections for all State Parks, State Historic Sites, and State Preservation Areas.
+ Engages in the development of Capital Outlay budget essential to the ongoing expansion and/or improvements of statewide agency resources in excess of $250,000,000.
+ Advises on the allocation of funds generated from other programs such as the Forestry and Land Management program, customized programming, etc. for reinvestment in repairs, maintenance, and improvement of agency resources.
+ Plans, organizes, and directs all field operations statewide of all State Parks recreation and historic sites statewide in accordance with department and agency rules, regulations, and direction.
+ Coordinates the agency's statewide Law Enforcement program.
+ Oversees the statewide Wastewater Treatment program and contract.
+ Coordinates and monitors the status of Statewide Friends Group Program including, but not limited to, Cooperative Endeavor Agreements and by-laws.
+ Supervises budgets and purchases by District Managers statewide. Monitors equipment purchases, supplies, and materials for all sites in assigned region and the district offices.
+ Supervises the preparation of the Capital Outlay Request for major renovation or repair projects for the 2,000,000 sq/ft of buildings and nearly 50,000 acres of property currently in the Office of State Parks system.
+ Provides direct supervision of the statewide Facility Services section in the preparation and evaluation of complex plans, specifications, and cost estimates for agency property and facilities.
+ Reviews and directs approved plans for development projects to include landscape architectural, architectural, engineering, and planning work of consultants as well as that performed by in-house staff members.
+ Inspects conditions of facilities, grounds, equipment, vehicles, site residences, etc. on a regular basis and taking necessary action to correct deficiencies.
+ Development & oversight of statewide gift shop programs at 20 state parks and 17 historic sites, to include sales and inventory, marketing, and budget.
+ Establishes and maintains a good working relationship with governmental agencies and local officials with jurisdiction in assigned region.
+ Reports and handles complaints submitted by visitors and employees.
Position-Specific Details:
Appointment Type: Probational, Promotional, or Detail to Special Duty
Location: State Parks Administrative Office, in Baton Rouge, LA
Work Schedule: The State Parks Administrative Office is open Monday-Friday, typical office hours are 8am-4:30pm. This position will work full-time hours, 40 hour work week. Schedule includes paid time off for state holidays.
Travel: Position requires travel to state parks and historic sites, statewide, as needed for meetings, training, inspections, etc. When travel is required, a state vehicle is provided for employee use while on duty.
