Duties Description DUTIES AND RESPONSIBILITIES:Under the supervision of the Park Manager 1, SG-18, the Park Supervisor 2’s duties include but are not limited to:• Directly supervise, train, and evaluate employees to ensure assigned tasks are completed correctly, safely, and in a timely fashion. • Will act as the lead in performing tasks and resolving work-related issues.• Plan, direct, develop, and implement minor rehabilitation, construction projects, preventative maintenance programs and emergency repairs.• Performs hazardous tree assessments and identifies potentially hazardous trees that require pruning or removal.• Supervise and perform proper tree care operations, including tree removal and pruning from both aerial lifts and ground level.• Develop a working relationship with camp directors, review maintenance requests from camp directors, keeping them informed on the status of work requests.• Communicates with Park Manager(s) daily regarding park operations. • Drain and winterize camps in the fall and open camps in the spring. • Operate vehicles and other power equipment in a safe and productive manner utilized in the maintenance and repair of the park, including but not limited to trucks, skid-steers, backhoes, mini-excavators, chainsaws and plow trucks.• Use a variety of hand and power tools in a safe and productive manner.• Perform manual labor, including lifting, bending, climbing, and standing for extended periods. Will work outside year-round.• Adhere to the agency’s Code of Conduct Policy and ensure compliance with all guidelines, policies, and procedures in the performance of daily tasks.
Minimum Qualifications NY HELPS Qualifications:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Either 1. four years of experience** in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;Or 2. an associate's or higher level degree**** or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.**If verifiable, we will accept and prorate appropriate part-time and volunteer experience.**Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.****Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You must pay the required evaluation fee.Eligible List Qualifications:Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Reassignment Qualifications:Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 2 to be eligible for reassignment.55-b/c Qualifications:This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.52.7 Non-Competitive Promotion (NCP) Qualifications:As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The minimum qualifications for the NCP appointment are: One year of permanent competitive or 55b/55c service as a Park Supervisor 1.Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
