This position resides in the Minden Maintenance Unit and reports directly to the Transportation Operations Manager. It supervises parish maintenance operations on state and federal highways in Webster Parish. The incumbent must be self-motivated, work with minimal supervision, and adapt to unforeseen conditions. They will complete required DOTD training, continuing education, and conferences. The role requires knowledge of roadway construction and maintenance, operation of various equipment, and proficiency with computers, tablets, Word, Excel, Outlook, and DOTD work order/payroll software.
This is a promotional opportunity for current permanent classified DOTD employees only.
Minimum Qualifications
Four years of experience in the construction or maintenance of public streets, roads, bridges, highways, railroad rights-of-way, levees, airport runways, taxi strips, parking aprons, or parking lots.

Job Duties and Other Information
Job Duties:
60% Supervises Highway Maintenance Unit 530 (Webster Parish):
+ Plans and directs highway maintenance activities on state and federal systems, ensuring compliance with DOTD safety, quality, and policy standards.
+ Manages a 16-member crew, including 3 Highway Foreman I positions and 1 Administrative Coordinator 4.
+ Establishes priorities, prepares schedules, and assigns work using inspection reports and coordination with the Transportation Operations Manager.
+ Oversees performance reviews, disciplinary actions, timesheets, and leave approvals.
+ Coordinates and monitors training with the District Training Specialist and Transportation Operations Manager.
+ Ensures equipment is properly maintained and repairs are completed.
+ Verifies accurate documentation of work activities, manpower, equipment, and materials.
+ Coordinates Webster Parish work with district/statewide crews.
30% Roadway Inspection & Response:
+ Conducts bi-weekly roadway inspections to identify hazards and plan repairs.
+ Responds to public complaints, official requests, and emergencies on a 24-hour basis to ensure public safety.
5% Support Duties:
+ Assists the Transportation Operations Manager with annual inspections, stockpile measurements, accident site investigations, and complaint resolution.
5% Other Duties:
+ Performs additional tasks as needed, including emergency and disaster response.
