2. Service Purpose
Develop, manage, and implement the panel operators’ training program and support the broader Operator Competency and Qualification program. Act as the custodian of the Operator Training Simulator (OTS), ensuring proper maintenance and availability to support panel operator training and competency delivery.
Validate operating procedures including start?up, normal shutdown, cooldown, and emergency shutdown of the LNG plant. Collaborate with process engineering and DCS engineering teams to develop and test future process and control enhancements such as Advanced Process Control, auto?cool functionality, and other optimisation initiatives.

Attend required HSE training and ensure compliance for team members and vendors.
Support the continual improvement of the ISO 14001 Environmental Management System and other organisational HSE initiatives.
5. Key Responsibilities
General Training
Assist in developing Operations training policies, plans, and programs in alignment with national regulatory requirements.
Support Panel Operator and Field Operator Competency and Qualification programs.
Participate in toolbox talks and deliver training sessions.
OTS-Specific
Ensure experienced Panel Operators are fully qualified to operate LNG plant facilities within their designated areas.
Develop national trainees to full qualification as Panel Operators.
Review and validate operating procedures, proposing revisions where necessary.
Participate in MAT/FAT/SAT activities and attend related vendor training for the OTS.
Develop and implement comprehensive panel operator training programs, including OTS-based training for start-up, shutdown, troubleshooting, and emergency scenarios across all operational units (Utilities, Upstream, Inlet facilities, MEG, LNG Trains, Storage & Loading, etc.).
Develop and manage training methods, standards, materials and information distribution.
Track industry developments and propose enhancements to training programs.
Maintain accurate training records and reports.
Lead competency and operator qualification assessments.
Ensure the OTS remains updated with the latest ICSS software versions.
Maintain the Operator Training Manual.
Coordinate vendor support in line with approved budgets.
Ensure routine OTS system maintenance is conducted, including:
Virus scanning
System/server health checks
System updates and patches
License management

Excellent knowledge of DCS panel operations and safety shutdown systems.
Strong understanding of oil & gas/LNG production processes.
In-depth knowledge of natural gas treatment, LNG production, storage & loading, and utilities operations.
Strong troubleshooting capability for process upsets.
Thorough understanding of HSE and environmental management systems.
High level of knowledge in emergency response and handling plant emergencies.
Proficient with standard computer applications (e.g., MS Office).
Excellent command of written and spoken English.
7. Required Qualifications and Background
Qualifications
Bachelor’s degree (or equivalent) in Applied Science, Chemical Engineering, or related discipline.
Experience
Minimum 15 years of production experience in oil, gas, or petrochemical industries.
Minimum 5 years of experience as a Panel Operator in LNG production plants (not LNG import terminals).
Previous experience using an Operator Training Simulator.
