The Louisiana Workforce Commission (LWC) is looking for an ORS Manager 1 to join the Office of Unemployment Insurance. This role involves managing the development and updates of training materials and conducting training programs through virtual classrooms and hands-on sessions. The manager will also be responsible for scheduling these programs.
Office of Unemployment Insurance Administration (OUIA) Overview:
OUIA oversees Louisiana’s Unemployment Insurance (UI) program, which provides temporary financial assistance to eligible workers who are unemployed through no fault of their own. The office manages the full UI lifecycle, including employer tax collection, benefit claims processing, fraud prevention, and appeals.
Minimum Qualifications
Seven years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
Six years of full-time experience in any field plus four years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
A bachelor’s degree plus four years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
An advanced degree in any field or a Juris Doctorate plus three years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
•Responsible for developing and conducting training to state-merit and non-merit staff for each function of the Benefits Analysis Team.
•Manages and reviews all error reports received from Adjudication and Call Center Management team to determine training needs for the unit and individuals.
•Assists Supervisors in the department in scheduling team trainings and one-on-one staff trainings on specific topics, from error reports and supervisor audits.
•Maintains and updates training material
•Identify areas of deficiency that need enhancement and/or implementation
Position-Specific Details:
Appointment Type:This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
