Oracle Fusion Application Security & Risk Operating Model Lead
Job Description We are seeking a senior Oracle Fusion Application Security and Risk Operating Model Lead with demonstrated experience designing enterprise-grade security and risk frameworks for public sector organizations, preferably K-12 school districts or government entities. This role requires an individual who can architect and govern the security and risk operating model, not simply configure roles. The successful candidate will have hands-on Oracle Risk Management Cloud (RMC) implementation experience, deep knowledge of Fusion ERP, SCM, and HCM, and a strong understanding of public-sector audit, compliance, and segregation-of-duties requirements. Fusion Security Architecture (Enterprise & Public Sector) Design the district-wide Oracle Fusion application security model, including: Job roles, duty roles, privileges, and data security Alignment to school district organizational structures (finance, payroll, HR, procurement, grants, operations) Architect Segregation of Duties (SoD) across ERP, SCM, and HCM, considering: Budget vs expenditure controls Procurement, payables, and payroll risk HR data privacy and personnel security Define and document least-privilege and standard role design principles suitable for public-sector operations   Oracle Risk Management Cloud (RMC) Lead the design and implementation of Oracle RMC, including: Access Controls, Transaction Controls, and Continuous Controls Monitoring (CCM) Public-sector-specific risk models (e.g., payroll, vendor payments, procurement approvals) Custom SoD rules beyond seeded Oracle content Integrate RMC with Fusion security to support: Preventive and detective controls Ongoing risk monitoring and audit readiness Reduce false positives while maintaining strong compliance posture Governance, Audit & Compliance Operating Model Design the security and risk governance framework, including: Role ownership and approval workflows Periodic access reviews and certifications Emergency / elevated access procedures We are a company committed to creating diverse and inclusive environments where people can bring their full, authentic selves to work every day. Skills and Requirements 10+ years of Oracle ERP security experience, including multiple Oracle Fusion implementations Proven Oracle Risk Management Cloud (RMC) implementation experience, including: Risk and control framework design Custom SoD and transaction risk modeling Deep knowledge of: Oracle Fusion security architecture HCM and payroll data security Cross-module SoD in public-sector environments Experience supporting audit-driven or compliance-heavy organizations Experience with K-12 school districts, higher education, or government agencies Background with Big 4, Oracle Consulting, or specialized public-sector Oracle partners Ability to translate technical risk and security concepts into clear, non-technical language for auditors and leadership
