Position Summary
The Operations Support Specialist 3 serves as the day-to-day technical interface between facility operations organizations and programmatic tenants across assigned facilities. This role provides operational oversight for construction activities and facility operations, ensuring deliverables are completed safely, efficiently, and in full compliance with laboratory policies, regulatory requirements, and quality standards within a Hazard Category 2, Security Classification 2 radiological facility.
The position supports operational programs, policies, and procedures while coordinating construction and field control activities. Responsibilities include ensuring consistent application of engineering and construction standards, managing documentation and processes, overseeing subcontractor work, and supporting compliance, quality assurance, and operational readiness activities.
Key Responsibilities
Provide oversight of mission deliverables related to construction activities and facility operations
Ensure safe, timely, and compliant execution of work within radiological and regulated environments
Coordinate technical activities among construction project teams and facility stakeholders
Develop, maintain, and improve operational policies, procedures, and documentation
Support readiness reviews, activity approval processes, and compliance investigations
Manage budgets, staffing coordination, and subcontractor oversight
Provide operational and administrative support, including training development and tracking
Ensure adherence to construction engineering standards, NQA-1 requirements, and regulatory guidelines
Serve as a key interface between operations, project teams, and customers
Minimum Qualifications
Bachelor’s degree in engineering, technical discipline, or related field, or equivalent experience
Minimum 15 years of construction field experience
At least 5 years supporting DOE mission activities
Active DOE Q Clearance required
Experience working in nuclear, radiological, or highly regulated environments
Demonstrated experience in work control, quality assurance, and managing complex operational issues
Professional and safety certifications relevant to DOE or nuclear construction environments
Preferred Qualifications
Prior experience supporting DOE construction projects
Qualifications as an Electrical Field Work Supervisor, Field Work Supervisor, or Responsible Line Manager
Knowledge of DOE Order 426.2 personnel qualification requirements
Experience with NQA-1 quality standards and work control systems

Responsibilities may include compliance support, training development, readiness review participation, incident investigations, property accountability, and access control oversight.
