Operations Supervisor (Youth Worx Program)

Halifax Regional Municipality is inviting applications for the full-time, permanent position of Operations Supervisor, Youth Worx Program in the Recreation Programming division of Parks & Recreation.

The Operations Supervisor is responsible for managing several business operations that are part of the Youth Worx Program. (Youth Worx Cafés, Canteens, Green Cart Delivery & Repair). This position supports front-line staff as they support the youth program participants. In addition, the Operations Supervisor oversees facility maintenance and safety at several Youth Worx locations fleet vehicle operations. Business operations include paper recycling/collection services, organic green cart delivery and repair services, and food service at various café sites. The Operations Supervisor is accountable for over $650,000 in revenue and $1,600,000 in expenditures annually and provides continuous coaching, guidance, support, and supervision to full-time staff. 

This position is specifically responsible for the Green Cart,  Paper Recycling and Fleet operations.

DUTIES AND RESPONSIBILITIES:

Maintains a healthy and safe workplace, ensuring all Occupational Health and Safety requirements are followedImplements and monitors appropriate key performance indicators for the Youth Worx Program to ensure operational goals and objectives are achievedProvides coaching, guidance, support and direction to full-time staff who work with at-risk youth participants in a labour-intensive environmentEnsures full-time staff and program participants follow program guidelines and takes corrective or disciplinary action as requiredParticipates on selection panels and makes recommendations on hiringFirst point of contact for the public, staff and participant complaint resolution processResponsible for staff training and development plans, performance objectives, reviewsEnforces Program Guidelines and HRM Human Resources Policies and Procedures.Ensures that services are delivered in the most efficient and effective mannerEnsures that outcomes contained in the business plan are achievedSupports full-time staff in setting benchmarks and performance measures for program participantsDocuments and addresses service deficiencies related to business operationsConduct regular inspections of Youth Worx facilities and fleet vehicles to identify any maintenance or repair needsResponsible for ensuring the cleanliness, functionality, and overall upkeep of the Youth Worx facilitiesCoaches supports and trains full-time staff to ensure fleet safety protocols and policies are followedAuthorizes and issues refunds to Cafe/Canteen customersResponsible for cash dispersal amounts of $2,000+ per dayResponds to Green Cart Delivery & Repair inquiresAligns operational systems to be conducive to customer and division needsNetworks with appropriate external and internal contactsEnsures staff responds to customer service queries via telephone, e-mail, and social mediaDevelops, monitors and evaluates performance objectives for each business operation (Green Cart Delivery & Repair or Café/Canteen locations)Trains and certifies Youth Operations Workers, as needed for warehouse forklift use, fleet vehicle procedures, green cart repair and café operationsDevelops and executes daily work plans in assigned operationParticipates and provides feedback in annual business plan and program reviewDevelops, implements and revises policy and proceduresEnsures the practical application of the job and life skills modulesResponsible for managing over $1 million worth of assetsCoordinates facility needs of a large warehouse, office space and parking lotCoordinates the Youth Worx Program’s business initiatives, including seeking out new business opportunitiesMay perform other related duties as assigned.

QUALIFICATIONS:
Education and Experience:

Undergraduate degree in Business Administration, Recreation Management, Community Development or a related disciplineMinimum three (3) years of supervisory experienceMinimum two (2) years of experience working or volunteering with youth ages 16-24Demonstrated experience in managing a budget, managing staff, and working effectively with internal and external partners

Technical / Job Specific Knowledge and Abilities:

WORK STATUS: Permanent, full time.  

HOURS OF WORK:  Monday to Friday, 8:30 am - 4:30 pm. Must be flexible/some evening and weekend work required.

SALARY: Non-Union level 6. $72,370 - $85,141 per hour.

WORK LOCATION: Youth Worx Program Facility (1300 St. Margarets Bay Road, Beechville)
