We are seeking an experienced Operations Manager to support the commissioning and start-up of a Jet A-1 fuel storage and distribution facility near Port Moresby, Papua New Guinea, followed by ongoing operational leadership of the facility.
The role will initially focus on operational readiness and commissioning support, transitioning into full operational management of the fuel terminal.

Location: Near Port Moresby, Papua New Guinea
Role Purpose
Responsible for overseeing the commissioning, start-up, and ongoing safe operation of a Jet A-1 fuel storage and distribution facility supplying the aviation sector. The role will ensure the facility is commissioned correctly, safely transitioned from construction to operations, and thereafter operated in accordance with aviation fuel quality, safety, and regulatory standards.
Key responsibilities include:
Commissioning & Start-Up
Act as the Operations representative during the commissioning phase of the fuel facility. Coordinate with the EPC contractor, commissioning team, and project management during testing and start-up. Review and accept commissioning procedures, operational readiness plans, and handover documentation. Ensure operating procedures, manuals, and maintenance plans are in place before handover. Participate in system testing (tanks, pumps, pipelines, filtration systems, loading facilities, and controls). Lead operational readiness activities including staffing, training, and emergency preparedness.
Operations Management
Manage the safe and efficient operation of the Jet A-1 fuel storage and distribution facility. Oversee fuel receipt, storage, quality control, and distribution operations. Ensure compliance with aviation fuel handling standards and international best practice. Manage inventory, throughput scheduling, and operational planning. Ensure the facility meets customer demand while maintaining fuel quality and safety.
Health, Safety & Environment
Maintain strict compliance with safety, environmental, and hazardous materials handling requirements. Ensure implementation of safety management systems, emergency response procedures, and incident reporting. Promote a strong safety culture across all operational staff and contractors.
Fuel Quality Assurance
Ensure compliance with aviation fuel quality standards and testing requirements. Oversee fuel sampling, filtration, testing, and documentation processes. Maintain traceability and quality records for all Jet A-1 fuel movements.
Maintenance & Asset Management
Oversee preventive and corrective maintenance for tanks, pumps, pipelines, meters, and control systems. Ensure asset integrity and reliability of the fuel facility. Coordinate with maintenance contractors and technical specialists.
Stakeholder & Regulatory Coordination
Liaise with airport operators, aviation fuel customers, regulators, and logistics providers. Ensure compliance with relevant national regulations and international aviation fuel standards. Coordinate with port, logistics, and transport stakeholders as required.
Team Leadership
An existing team of Nationals has already been hired which this position will mentor and supervise. Establish operational procedures and shift structures. Foster a professional and safety-focused operational team.
Key Qualifications & Experience
Experience operating or managing fuel storage, terminal, or aviation fuel facilities. Experience with commissioning or start-up of industrial or fuel infrastructure preferred. Strong knowledge of fuel handling, storage, and distribution systems. Understanding of safety and environmental management in hazardous facilities. Leadership experience managing operations teams.
