Operations Compliance Manager
Overview: The Operations Compliance Manager plays a critical role in promoting a culture of safety, regulatory compliance, and operational excellence across multiple markets. This position is responsible for ensuring adherence to internal policies, regulatory requirements, and contractual obligations that impact driver eligibility, incident response, and safety operations—including both manual and autonomous vehicle environments. Working in close collaboration with Human Resources, Operations, and Training teams, the Operations Compliance Manager oversees all compliance-related onboarding activities, manages the integrity of licensing and permit tracking systems, and leads routine audits and escalations. This role also serves as a key client-facing liaison and subject matter expert, representing the organization in the fulfillment of compliance deliverables and ensuring safety standards meet both internal and client expectations. This individual must bring a strong sense of ownership, attention to detail, and a proactive approach to continuous improvement across safety programs, onboarding workflows, and cross-functional coordination. Key Responsibilities: Regulatory & Policy Compliance + Enforce and ensure adherence to policies and SOPs related to employee health and safety. + Stay current with Local/State/Federal driver regulatory compliance guidelines and road statutes—manual and autonomous—across all operational markets. + Maintain and audit compliance with regulatory and contractual requirements, including AVT Permit Management and MVRs. + Verify the validity of required licenses, certifications, and permits. + Maintain accurate permit records and tracking systems. + Act as a subject matter expert to operations management for programs such as Zero Tolerance Drug Testing, Collision and RRE, Fatigue Risk Management, and Injury & Illness Prevention. Safety & Incident Management + Own, lead, and continuously improve the Environmental Health & Safety Program to meet or exceed OSHA standards. + Conduct safety audits and inspections of the fleet, facilities, and operator workforce. + Lead, mentor, and audit injury investigations, working closely with the TAS Claims Manager to reduce claims and oversee the return-to-work program. + Conduct After Action Reports for high-visibility or critical incidents and report urgent findings to the Director of Safety & Compliance. + Oversee collision data entry into WebRisk and maintain MVR system (Samba Safety), reporting compliance weekly. + Coordinate and schedule random drug tests; maintain eligibility lists and detailed reporting of tests and results. + Audit digital safety files and Safety Escalation Management Application entries for accuracy and completeness. Internal Coordination & Stakeholder Communication + Liaise with applicants and internal departments regarding licensing and application processes. + Meet regularly with client Points of Contact (POCs) to address communications and ensure timely deliverables. + Support and engage with Safety Committee and Safety Steering Committee activities at each site. + Collaborate with Control Center Operations to refine incident management processes and tools. + Cross-collaborate with Training on the development of training media, content, and delivery. + Maintain confidentiality and handle sensitive information with professionalism and discretion. Employee Onboarding & Engagement + Manage and execute structured onboarding steps and checklists for safety and compliance. + Coordinate new hire paperwork, orientation sessions, and access to necessary resources. + Clearly communicate job expectations, policies, and company culture to new hires. + Facilitate team introductions and provide integration support during onboarding. + Track onboarding progress and gather feedback to ensure a positive employee experience. Additional Information + Weekend/holiday compliance coverage and responsiveness to safety-related email alerts may be required. + Travel may be required up to 25%. + All other duties as assigned. Required Education and Experience: + Minimum of 2 years of experience in an administrative, compliance, or coordination role. + At least 3 years of experience in logistics, safety, operations, or human resources, preferably within the transportation industry. + Prior experience managing safety and regulatory compliance programs and using compliance management tools strongly preferred. + Bachelor's degree in Business, Safety Management, Human Resources, or a related field preferred; equivalent experience may be considered. + Familiarity with DOT, OSHA, and other regulatory requirements related to transportation operations is highly desirable. + OSHA training or safety-related certifications preferred. + Lean, ACER, or other continuous improvement certifications are a plus. Required Knowledge, Skills, and Abilities (KSAs): + Strong interpersonal and communication skills with the ability to engage effectively and professionally with individuals from diverse backgrounds, including during high-pressure or sensitive situations. + Demonstrated organizational abilities with attention to detail, critical thinking, and problem-solving skills; capable of managing multiple priorities and meeting tight deadlines. + Self-motivated and confident, with a demonstrated understanding of ethical, legal, and regulatory considerations in a business environment. + Excellent verbal and written communication skills, with the ability to convey complex information clearly and appropriately to various audiences. + Proficiency in using computers and productivity software, including Google Workspace (e.g., Gmail, Google Docs, Sheets, Drive) or equivalent tools. + Ability to work independently with minimal supervision while also contributing effectively to a collaborative team environment.
