The On-Site Clinical Counselor provides short-term, solution-focused counseling to eligible individuals, couples, families, or groups, with a focus on “Other Conditions that may be a focus of clinical attention” and Adjustment Disorders. They may offer temporary surge support, deliver non-medical sessions (including individual and group counseling, walk-around engagement, and psychoeducation workshops), and provide information/referral during D&S (Departure & Separation) deployments. Counselors refer clients needing long-term or specialized care, participate in virtual quarterly QA procedures, and maintain documentation in FFSMIS (Fleet and Family Support Management Information System) (including unmet counseling requests).

Responsibilities

Minimum educational qualifications
Master's degree in counseling accredited by the Council for Accreditation of Counseling and Related Educational Programs; a master's degree in social work accredited by the Council on Social Work EducationMaster's degree in marriage and family therapy accredited by the Commission on Accreditation of Marriage and Family Therapy Education, or a doctoral degree in clinical or counseling psychology, and a one-year clinical internship accredited by the American Psychological AssociationMinimum professional qualifications
Current, valid, and unrestricted clinical license or certification from a state or U.S. territory authorizing independent clinical practice in the fields of professional counseling, clinical social work, marriage and family therapy, or clinical/counseling psychologyEach clinical counselor must maintain current clinical credentials and privileges throughout their FFSP (Navy Fleet and Family Support Program) assignmentMinimum experience
Two years of full-time post-master's supervised clinical experience.Counselors must meet the standards of professional and ethical conduct prescribed by their particular discipline or licensing board and demonstrate current clinical competence through direct service clinical experience during the 2 years preceding hireThis position supports the Navy Fleet and Family Support contract. NFFS delivers comprehensive Fleet and Family Support Program (FFSP) services worldwide, ensuring consistent, high-quality support for active-duty Sailors, retirees, eligible civilians overseas, and their families. The program implements, evaluates, and continually refines established FFSP offerings—developing the concepts, structures, and processes needed to maximize well-being across all installations. Key objectives include providing global staffing to supplement existing FFSP personnel through remote or surge/on-demand support, and delivering webinar hosting, production, and facilitation via a robust learning-management system.
