About the Role
Our client is seeking an experienced Offshore HSE Supervisor to support the safe execution of the Project. This role is critical to ensuring HSE compliance and promoting a strong safety culture throughout the offshore project activities.
The Offshore HSE Supervisor will serve as the primary HSE reference at site, actively supervising contractor activities, ensuring adherence to operator client safety policies and contract HSE requirements, and providing hands-on coaching and oversight.
Key Responsibilities HSE Leadership & Supervision:
Promote client HSE policies, practices, and safety culture at the project site as the Company’s HSE focal point. Contractor HSE Compliance:
Verify the Contractor’s compliance with Contract Exhibit L requirements and ensure their activities are executed safely and in line with contractual HSE obligations. Site Presence & Engagement:
Maintain strong, visible site presence (“walking the talk”) to foster safety leadership and positive HSE behaviors across the workforce. Safety Interventions:
Intervene and report whenever HSE deficiencies or unsafe conditions are identified. Use STOP Work Authority as necessary. Toolbox Talks (TBT) & Briefings:
Attend daily HSE Supervisor briefings and location-specific TBTs to ensure proper risk identification and control measures are in place. Permit to Work (PTW) System: Greenfield: Act as Area Authority per client PTW procedure, ensuring full compliance throughout the shift. Brownfield: Ensure PTW coverage is appropriate and that JSA and supporting documentation are properly managed. Gas Testing:
Perform pre-shift gas testing in line with Authorized Gas Tester (AGT) requirements. Safety Coaching:
Provide day-to-day coaching to Contractor HSE Officers and monitor their performance to ensure alignment with project safety goals. HSE Inspections: Conduct regular inspections as per the HSE calendar. Perform additional HSE activities assigned by the HSE Superintendent, such as hygiene inspections, random HSE induction checks, and audits. Emergency Preparedness:
Verify the adequacy and effectiveness of site rescue plans and actively participate in drills. HSE Communication:
Ensure critical HSE information is effectively communicated and properly displayed at site. HSE Reporting:
Submit daily HSE observations and actions to the HSE Superintendent before the evening briefing. Contractor Engagement:
Attend HSE review meetings with Contractors as requested, including Observation Register reviews and Action Tracking Reviews (ATR).
Required Qualifications & Experience Experience:
Minimum 15 years of proven HSE experience in offshore construction, commissioning, and major project execution. Technical Knowledge:
Deep understanding of offshore Greenfield and Brownfield construction, commissioning, and SIMOPS operations. Certifications: OPITO H2S T-BOSIET (Basic Offshore Safety Induction & Emergency Training) Authorized Gas Tester (AGT) OERTM (Offshore Emergency Response Team Member) NEBOSH International General Certificate or equivalent Desirable: Strong leadership and coaching skills in a multicultural, multi-contractor environment Experience working on complex offshore developments with tight interfaces and high safety risk potential
