Nursing Quality Specialist is a position within the Nursing Quality – Patient Impact Team (PIT) Department of Billings Clinic. The Nursing Quality Specialist serves as a subject matter expert regarding nursing quality indicators and outcomes of care. The subject matters include fall prevention, pressure injury prevention as well as CAUTI and CLABSI prevention. The Nursing Quality Specialist provides consultative services focused on providing the highest quality and safest care to patients while decreasing risk to the patient. Scope of work includes acute care hospital, ambulatory clinics, branch clinic locations, ambulatory surgery center, and fully owned facilities. Scope may include affiliated regional facilities based upon the needs of the organization and the availability of Nursing Quality. The position reports to the manager of Nursing Quality and assumes responsibility for one or more of the of the following functions:
Nursing quality measures, Quality improvement projects, Data collection and data sharing of nurse quality indicators, Oversight of in-depth chart reviews, Partners with current teams, committees, and councils as well as creating any additional committee or task force needed to address issues, Researches, utilizes, and executes evidence-based practices into nursing culture, Creates age-appropriate education and coordinates with Center for Education and Development to meet all educational needs, Conducts rounding on units to assist in data collection, collaboration, and provide real-time education to team members.
Essential Job Functions
• Serves as a subject matter expert and source of clinical expertise in nursing quality indicators and measurement of outcomes of care.
• Assists the Director in the development of organization-wide quality policies and procedures.
• Participates in both short and long-term planning for the department.
• Identifies needs and sets goals for own growth and development in collaboration with the Manager of Nursing Quality – PIT. Meets all mandatory organizational and departmental requirements.
• Maintains competency in all organizational, departmental, outside agency, and employee safety standards relevant to job performance.
• Supports and models behaviors consistent with Billings Clinic’s mission, vision, values, code of business conduct and service expectations. Meets all mandatory organizational and departmental requirements. Maintains competency in all organizational, departmental and outside agency standards as it relates to the environment, employee, patient safety or job performance.
• Performs all other duties as assigned or as needed to meet the needs of the department/organization.
• Supports quality activities and practices through utilizing the knowledge of nursing quality outcomes data, evidence-based practices, prevention and control science, process improvement principles, high reliability organizing, behavioral sciences, and quality standards for improving patient care and services.
• Effectively builds and maintains relationships with colleagues from key departments, including infection prevention and patient safety, pharmacy, nursing, Quality, nursing leadership, , risk management, materials management, , human resources, organizational development, professional development, operational leaders, executive management, and other stakeholders through positive interaction, problem identification, and resolution.
• Reviews, analyzes, and applies existing regulations, standards, guidelines, and evidence-based practice of applicable professional research, organizations and governmental agencies. Integrates regulatory requirements and current quality measure specifications into organizational standards and practices.
• Reviews, analyzes, and applies pertinent information from current scientific literature and publications. Integrates relevant public health issues into practice.
• Assists in the development of methodologies to fulfill the organization’s strategic initiatives for clinical quality outcomes improvement and required regulatory reporting.
• Educates and assists medical, nursing, and other clinical staff, management, and senior executive leadership, in identifying and capitalizing upon opportunities for improvement and facilitates cross-functional team development, when appropriate.
• Standardizes processes to optimize learning from medical record chart abstractions, clinical outcomes data, and Magnet principles.
• Assists in the development of education for in-service programs to departments.
• Assists with goal setting to improve performance in nursing and patient outcome measures.
• Conducts surveillance activities for hospital acquired conditions, patient safety indicators, and nursing quality measures
• Reviews pertinent clinical information including treatments, procedures, related diagnostic tests and clinical notes to determine if cases meet surveillance definitions for hospital acquired conditions, patient safety indicators, and sepsis. Performs analysis of findings and disseminates key findings to teams to improve performance.

• Identifies nursing quality processes. Interprets the relevance of diagnostic and laboratory reports and correlates signs and symptoms with various patient care outcomes and processes.
• Initiates investigations when unusual nursing quality outcomes are observed. Summarizes findings, reports findings to healthcare personnel, leadership, and/or nursing shared governance for corrective action. Conducts investigations when indicated and assists in designing and promoting interventions targeted at improving nursing quality outcomes.
• Maintains accurate record of nursing quality hospital acquired conditions and nursing quality indicators data within software systems.
• Assures accuracy of nursing quality data entry into program software and meets deadlines for reporting.
• Prepares regular reports appropriate to the recipients.
• Provides routine and custom reports to nursing, medical staff, oversight committees, operational leaders, executive leaders, and governing board.
• Assists in preparing an Annual Nursing Quality Report.
• Develops and revises system-wide quality policies and procedures.
• Demonstrates understanding of regulatory and advisory guidelines through application.
• Reviews, analyzes, and implements regulations, standards, or guidelines of applicable governmental agencies, accreditation bodies, and professional organizations.
• Conducts activities to maintain continuous preparedness for periodic and annual accreditation surveys.
• Provides feedback to regulatory, advisory, and accrediting agencies regarding opportunities for improvement in standards and regulations.
• Cooperates and collaborates with Infection Control Practitioners, Patient Safety, and Patient Experience for both risk prevention measures and event investigation.
• Provides support to Infection Control Practitioners, Patient Safety, and Patient Experience for resolution of care complaints and issues related to the quality of patient care and services.
• Demonstrates understanding of high reliability organizing (HRO) principles through use of Universal Skills and behaviors that promote quality and safety for both patients and employees.
• Utilizes HRO Universal Skills in daily work.
Minimum Qualifications
Education
• 4 Year / Bachelors Degree in nursing
Experience
• Five (5) years of clinical experience
• Three (3) years in hospital setting preferred
• Three (3) years of progressive responsibility preferred
Certifications and Licenses
• Certified Professional in Healthcare Quality (CPHQ) Preferred Attain within 5 years of hire
