Position Summary: Performs community, environmental, and transportation analysis and planning services, sometimes in conjunction with the preparation of documentation under the National Environmental Policy Act of 1969 (NEPA) but also including development of community, regional, transportation, and natural resource plans and master plans of a wide variety. This position is not eligible for employer-based sponsorship with the exception of the TN visa classification.
Essential Functions and Responsibilities
+ Assists in the development and implementation of planning processes to support project and/or client needs
+ Recommends data sources and assists with research and data collection pertaining to land use, socio-economic, transportation, natural and cultural resources, and other data relevant to the project
+ Collects and analyzes data to support the preparation of planning studies
+ Reviews, interprets, and integrates various technical studies
+ Assists and/or manages, with supervisory input and oversight, in the preparation of planning documents including Feasibility Studies, Transportation Plans, Impact Assessments, Scenario Modeling, Master Plans, Watershed Plans, etc., as well as NEPA documents and Technical Reports
+ Assists in the development of data management protocols and performs data management
+ Assists in preparation of planning schedules and milestones
+ Meets deadlines for schedule as it relates to project
+ Participates in preparation of public involvement strategies and materials, and participates in and engages stakeholders in public engagement activities
+ Assists in the preparation of scopes of work, fee proposals, and responses to RFP’s
Nonessential Functions and Responsibilities
+ Produces graphic representations including illustrations, infographics, maps, 3-D models, and other graphic visualizations
+ Supports and/or participates in field investigations and site reconnaissance efforts
+ Supports and contributes to permitting processes and preparation of natural environmental technical reports, field delineation reports, environmental inspection reports, and similar reports with supervisory input and oversight
+ Performs other related duties as assigned
Required SkillsRequired Experience
+ Bachelor’s degree in planning, environmental or natural science, geography, public policy, landscape architecture, engineering, economics, or a related field
+ Proficiency in GIS, Microsoft Office Word, Excel, and Powerpoint
Preferred Experience
+ Master’s degree in planning, environmental or natural science, geography, landscape architecture, engineering, public policy, law, or a related field
+ Knowledge of NEPA regulations and requirements including, at minimum, 40 CFR 1500-1508
+ Proficiency or familiarity with Adobe Creative Suite, ESRI products, SketchUp, AutoCADD and/or Microstation and other similar planning software
+ Ability to speak, write, or converse in a second spoken language or sign language for public engagement

Working Conditions
Work is performed within a general office environment approximately 90% of the time. Office work is generally sedentary in nature but may require occasional standing and walking. Office work is performed with adequate lighting and temperature, with no hazardous or unpleasant conditions caused by noise, dust, etc. Work sometimes requires availability in the evenings and on weekends to participate in public engagement activities.
Field work is required approximately 10% of the time and is conducted outdoors in heat/cold, wet/humid, and dry/arid conditions. Field work will require walking and carrying field equipment over typical outdoor terrain. Some lifting (up to 25 lbs) may be required as needed.
