Job Description:
Parsons is seeking a Multimodal Transportation Expert to lead integrated, people-first mobility planning for the RCRC Phase-2 Traffic Management Support Services program. You will shape network strategies and standards that connect public transport, walking, cycling, micro mobility, and demand-responsive options to Riyadh’s traffic management systems, ensuring designs, operating procedures, and KPIs align with city policy and the project’s documentation and reporting framework.
What You'll Be Doing:
Multimodal Strategy & Integration:
Define policies and network concepts that integrate bus/metro/DRT with arterial operations, TCC procedures, and ITS use cases (wayfinding, traveler info, priority).
Lead corridor and station-area access plans (first/last-mile, pedestrian facilities, cycle networks, curb management).
Specify multimodal KPIs and data needs for monitoring and reporting.
Standards, Guidelines & Procedures:
Author multimodal sections of standards/guidelines covering regular ops, special events, construction, and emergencies (signing, priority, detours, accessibility).
Contribute to specialized operations manuals (congestion, parking interface, enforcement touchpoints, freight conflicts with PT/VRU).
Define interface and security/data requirements with ATMS/field systems for multimodal functions.
Implementation Review & Advisory:
Provide technical review of multimodal designs, priority treatments, and integration with signal/TCC operations; verify compliance with specifications and KPIs.
Support coordination management across agencies and operators; log issues/changes and drive resolutions with the project team.
Maintain risk/issue inputs related to multimodal deliverables and operating plans.
Documentation, Reporting & Capacity Building:
Lead inputs to monthly/quarterly/semi-annual reports; compile evidence, KPIs, and narrative for multimodal scope.
Produce technical documentation (design notes, interface specs, O&M procedures) and contribute to final project documentation.
Deliver training/knowledge transfer on multimodal planning, PT integration, and mode-choice insights for RCRC staff.
What Required Skills You'll Bring:
Bachelor's degree in Civil Engineering, Transportation Engineering or related technical field.
15+ years in multimodal transportation planning with demonstrable public transport integration leadership.
Proven experience with mode choice analysis and application to network/corridor decisions.
Hands-on experience with service planning, first/last-mile design, bus priority, and curb/parking operations integration.
Strong knowledge of traffic management/ITS environments and how PT/VRU needs interface with TCC/ATMS operations.
Track record drafting standards/guidelines/SOPs and translating them into implementable operating practices.
Excellent stakeholder coordination, with experience engaging public agencies and operators; strong English communication; Arabic desirable.
What Desired Skills You'll Bring:
