The job holder supports the effective implementation of HSSE management systems and comprehensive Monitoring and Evaluation (M&E) frameworks to support organizational goals across Health & Safety, Environment, Biodiversity, Social Performance, and National Content.
HSSE Methods, Management System and CMS
Contribute to design and implement fit-for-purpose plans and procedures that comply with OneMAESTRO, Company Rules, local legislation, International Standards, IFC Performance Standards, and industry best practices. Coordination of HSSE documentation for the Company Management System. Coordinate the implementation of the OneMAESTRO referential. Co-administer the Synergi, Equis, Kobotoolbox, Weston Compliance & Borealis databases, ensuring user training. Support event investigations and ensure lessons learned are implemented and shared (REX Coordinator). Foster a collaborative work environment that encourages innovation and continuous improvement. Streamline and digitalize simple processes.Monitoring & Evaluation: Data Collection, Reporting, Evaluation
Support the development of a comprehensive vision for integrated Monitoring and Evaluation (M&E) that includes health, safety, social performance, environmental, and national content dimensions. Coordinate M&E activities that support decision-making as per the IFC standard PS1, including: Development of comprehensive M&E frameworks with stakeholders to define relevant indicators, metrics, and data collection methodologies with integrated data collection system for both quantitative and qualitative information, in accordance with IFC Standards. Developing accessible databases and dashboards for effective monitoring and reporting. Coordinating various reporting and budgeting exercises (Planet, JV, DPE, Budget, DIG, H&S, PU, PLT). Directing the analysis of monitoring data to assess program effectiveness, synthesizing findings into recommendations, and suggesting synergies. Establishing KPIs, Providing training and capacity building.HSSE ILARF / NOLA process
New ILARF registration with QA / QC on associated documentation NOLA process tracking and coordination with HSSE departments, liaison with project as required for timely and efficient completion E&S requirements for issuing respective NOLA’s Coordination of completed NOLA with QA / QC on associated documentation Launch completed NOLA approvals (DocuSign), issuing / recording approved NOLA’s out to ProjectPlanning & Budgeting
Support MME manager in preparation of Long-Term Plan (LTP) Support MME manager in preparation of yearly budgets for the entity Provide mentoring and daily workflow supervision and direction to the local M&E team, ensuring alignment with organizational goals and priorities Contribute to MME unit planning meetings and facilitate MME coordination meetings involving other HSSE unitsCorrespondence Management
Oversee all HSSE correspondence with external stakeholders, including reception, archiving, responses, and timely deliveryKey stakeholder event POM attendees’ coordination
Oversee / coordination of POM attendees to key stakeholder events: Gulf Provincial Working Group (GPWG) PAOI Community Lida Kibungs (Southern and Northern segments)Context & Environment
E&P in Papua New Guinea is of strategic importance for core LNG business and operations, in a sensitive and difficult environment with permanent challenges, given project, country, security and partnership context. High challenges in terms of Communities, Social & Economic, Biodiversity and Environment impact assessment, impact management and company approved community development initiatives. Compliance with IFC Performance standards and lender group requirements for all Papua LNG project related activitiesAccountabilities
Data collection for HSSE E&S internal affiliate, regulatory and lender group routine reporting available for report submission within target timeframes (monthly, quarterly and annual) ILARF / NOLA process registration, tracking and coordination with HSSE departments, liaison with project as required for efficient completion E&S requirements for issuing NOLA’s Implementation and ongoing coordination of key project monitoring and evaluation programs to support project construction E&S management plan requirementsRequired Qualifications/Experience
Tertiary qualifications in Social or Environment Sciences or similar will be preferred Demonstrated relevant working experience, with proven track record in Project monitoring and evaluation and reporting and audit processes Sound knowledge of international E&S performance standards; IFC, Equator Principles, UNHCR Guiding principles will be preferred Awareness, knowledge and understanding and experience in diversity of fields such as stakeholder engagement, land access, resettlement, social investment, project induced in-migration; community health safety and security; community development, environment, ecosystem services and biodiversity impact management will be advantage Demonstrated ability to work effectively, cope under pressure to deliver results within small multidisciplinary teams in developing country challenging environments Must be results orientated with excellent time and team management Clear focus on managing progressive achievement of team tasks within agreed timeframes High level English language, strong interpersonal and communication skills including a willingness and ability to engage and consult with local workforce with some exposure to rural communities in remote areas Competent computer skills including high proficiency in MS Word, Excel, and PowerPoint essential
