The Opportunity: BABAE Project We are seeking a MERL professional to join us on theBABAE Project: Repair and Refurbishment of Birthing Facilities. This initiative addresses urgent health disparities and limited infrastructure in newly established municipalities, focusing on: + Repair and refurbishment of essential birthing facilities. + Community organizing and inter-village health cooperation. + Deployment of skilled health personnel (midwives and doctors). As the MERL Officer, you will ensure the project achieves its desired outcomes by providing technical leadershipon our project’s Monitoring, Evaluation, Research, and Learning framework. Your expertise will directly translate intoevidence-based programmingthat strengthens women's health and safety in vulnerable communities. Key Responsibilities You will be the engine that drives accountability and learning for the BABAE Project. This includes: + Developing and implementingthe project’s comprehensive MERL plan. + Leading the development of the project baseline datain coordination with the implementing partner. + Maximizing the M&E frameworkto capture, analyze, and report relevant programme information efficiently and ethically. + Tracking and analyzingthe progress of project implementation (work and financial plan). + Preparing high-quality progress reports and analysisto inform strategic decision-making and project modifications. + Providing essential guidanceto staff and partners on situation analysis, planning, and evaluation processes using appropriate participatory and gender-responsive methods. We are looking for dedicated Filipino professionals based in the Philippines who meet the following essential criteria: + Education:A degree in Social Science, Statistics, Social Work, Community Development, or a related field. + Experience: + A minimum of5 years in development work. + At least3 years of specialized experience in conducting research, planning, developing, and managing Monitoring and Evaluationfor community development projects, especially those involving women, girls, and boys. + Skills:Excellent verbal and written communication skills, with a proven ability to work effectively with diverse stakeholders. + Training:Relevant training in Project Management, participatory research, and M&E methods. + Commitment:Must be open and able to conductfrequent fieldworkin the project's coverage areas in BARMM.
