Monitoring, Evaluation, Accountability and Learning Coordinator Cluster - AP Timor Perbatasan

Key Responsibilities:

The Monitoring, Evaluation, Accountability & Learning Cluster Coordinator is responsible for planning and implementing the cluster AP monitoring, evaluation, accountability and learning plan that contributes to the achievement of AP Program goals including grants. The MEAL Cluster Coordinator  will also ensure all monitoring and evaluation are in alignment with relevant strategies (e.g. national, sectoral, disaster preparedness plan, etc .), policies (e.g. ministry policies, child sponsorship, DME management policy, etc.) and standards (e.g. IPM, LEAP, sponsorship standard, sponsorship programming guidelines, financial, etc ). In term of Operating Model, MEAL Cluster Coordinator will be liable to improve the monitoring, evaluation and accountability capacity of operating model partner, as well  as monitor the achievement of activities / output / outcome managed by partners.

Strategy Development & Planning 

Provide  technical  support  of  the  preparation  of  AP  Design Document and  grant/PNS  project  design,  include  to  lead  the development of ITT, DIP, MTT and Beneficiaries Tracking. 

Facilitate the involvement of key stakeholders at city and local level in the design process, allowing them to provide input and suggestions, including involvement in  the future monitoring , evaluation and learning process. 

In  close  collaboration  with  AP  team  and  operating  model partner, develop monitoring and evaluation plan and budget. 

Facilitate cross-cutting theme integration into program monitoring  and  evaluations,  including  gender  and  inclusive analysis, Christ-centered commitment, and child protection

Resource Acquisition & Management 

Provide technical advice on preparation of budget for monitoring, evaluation  and learning  to ensure  cost-effective and efficient use of resources. 

Provide  technical  support  for  stakeholders,  operating  model partners  and  community  partners  to  identify  and  mobilize community resources needed for project implementation. 

Provide recommendations based on project achievements against  targets  and  work  monitoring  to  identify  new  project opportunities.   

Coordinate  with  city  and  local  governments  to  encourage cooperation and sharing of resources for MEAL, both budgetary and human, in an effective and efficient manner.

Capacity Building 

To  build  the  capacity  of  TP  / Grant  Project  Coordinator, monitoring and evaluation officer, other AP staff, and operating model partner staff in program monitoring, evaluation, research and learning methodologies.   

To  build  the  capacity  of  TP  /  Grant  Project  Coordinator  and operating  model partner staff  in  program  accountability  and and beneficiaries tracking system 

Develop and test contextually appropriate models to monitor, evaluate, provision of community feedback and response mechanism, learn documenting and disseminating lessons learned. 

Provide  technical  advice  for  TP  /  Grant  Project  Coordinator and  Operating  Model  Partner  to train  partner  community groups  in  monitoring,  evaluation,  accountability  and  learning to build their capacity for management of local initiatives. 

Document and disseminate key lessons and strategies to appropriate stakeholders. 

Participate in practitioner networks / working groups, as agreed  with  the  AP  manager,  to  ensure  ongoing  learning  on good practices & sectoral standards relevant to assigned projects 

Contribute  to  National  Office  “Community  of  Practice”  or Sectoral Task Forces as negotiated with AP Manager. 

Coordinate with Zonal or National Office LEAP team for promising practices, lessons learned and current methodologies.

Accountability & Quality Assurance: 

Develop  AP  monitoring  system  and  tools  and  ensure  it  is used  by  all  staff  and  operating  model  partner  to  track  the progress of project implementation, and to capture learning. 

Provide technical advice for Program Manager in project planning, implementation, monitoring and reporting processes. 

Ensure  that  LEAP  is  implemented  with  quality  to  make  a defined  and  measurable  contribution to  the well-being  of children.   

Working together with local partners in implementing program measurement. 

Ensure that the DME processes and products are in alignment with LEAP standards and associated guidelines 

Ensure ITT is used for accountable programming and achievement of expected results and for learning. 

Monitor  and  validate  the  achievement  of  activity  /  output  /  outcome implemented by operating model partner 

Ensure  that  the  monitoring  process  is  of  high  quality  and  meets standards 

Ensure the feedback is regularly record, response on time and used for learning. 

Ensure  the beneficiaries  tracking,  including LMMS  is  carried out with quality and used the data for monitoring and learning. 

Coordinate processes for program evaluation and baseline. 

Provide technical support for AP-M in preparation of “Project Charter” to meet LEAP milestones. 

Provide  technical  support  for  AP-M  in  preparing  AP  reports, include LEAP reports, according to NO guidelines. 

Provide  technical  support  for  TP  /  Grant  Project  Coordinator in monitoring  the context of target areas on an ongoing basis and recommend adjustments to program plans and management in light of changing context, resources, and opportunities. 

Share lessons learned from Baseline, evaluations, and Program Quality Self Review (PQSR) Reports with communities, development partners and other WV 
Partnership stakeholders, 

Ensure that all Leap products, reports and learning are documented  in  the  system  (Horizon/iMPACT)  and  in  Orange and can be accessed at any time.

Networking & Coordination: 

Communicate  effectively  WVIDN’  identity,  mission,  vision, values and our approach to work in ways that are contextually appropriate and clear. 

Close coordination with PEARL to keep up to date on design, monitoring and evaluation. learning and accountability 

Coordinate closely with AP team in LEAP implementation. 

Coordinate closely with MEL team of Operating Model Partner in shared-project implementation 

Build  and  maintain  network  within  and  outside  WVIDN  to maximize  resources  utilization    in  the  field  of  monitoring, evaluatioin and learning. 

To build partnerships with different organisations, universities and research institutions based on a common focus on improving  the  quality  of  research  and  supporting  the  well-being  of  children  and  families,  especially  the most  vulnerable children.

Management & Leadership: 

Live  among  the  people, endeavoring  to  witness  to  Christ through life. 

Lead MEL team (if there is subordinate) to ensure project and program  goals  within  target  areas  are  met  according  to  AP Design  and  Annual  Operating  plan  on  time,  on  budget  and with quality. 

Facilitate and lead spiritual nurture activities for team members according to WVIDN core documents, include modeling a high standard of personal biblical leadership, maturity and integrity as an example to staff and others. 

Create  enabling  and  positive  team  environment  where  staff are  able  to  develop  their  spiritual  gifts  and  grow  in  Christian maturity and facilitate a working environment of mutual trust, respect, and care among all staff. 

Facilitate effective teamwork, coordination and work planning among coordinators, officers, field facilitators, and administrative staff to ensure program implementation as standard and achieved the target. 

Ensure that MEL team (if there is subordinate) understand and follow  the  WV  child  protection  policy,  that  efforts  are  taken to  respond  promptly  and  appropriately  to  child  protection incidents, and that awareness raising for prevention and reporting of child protection incidents occurs within the program area. 

Job Requirement

Min. 3 years’ experience in monitoring, evaluation and learning work, experience in conducting survey, analyze and survey report is an advantage.

Bachelor degree majoring social development, statistics or any other relevant field.

Good understanding of key aspects of development work. Well-developed written and oral communication skills in English (equal TOEFL Score 450) & Bahasa as native language.

Proven track record in project design, implementation, monitoring, evaluation and report writing.

Good basic statistic knowledge.

Competent in the use of Microsoft Office computer programs, SPSS, Epi info, NViVO and other statistical packages.
