The Opportunity:

CACI has established upcoming positions throughout the European theater supporting multiple customers for the Department of Defense. We are looking for experienced, innovative and motivated IT Specialists to support enablement of USAREUR-AF and their Mission Partners mission objectives. 

 

CACI has an excellent opportunity for an experienced, self-directed, Mission Continuity Office (MCO) Lead. This position is in support of the EMITS 2 Task Order Mission Continuity Office (MCO), located in Wiesbaden, Germany.  This position is located OCONUS. 

 

Responsibilities: 

Leads the Mission Continuity Office (MCO) and resource management processes to ensure availability of qualified, trained, and upskilled personnel across the EMITS 2 contract 

Possesses and applies knowledge and experience with resource management strategies and processes and the DoD Contractor Personnel Office (DOCPER) requirements and processes, including support for transition-in 

Manages CACI’s Labor Category Verification process to ensure all assigned personnel, including subcontractors, are qualified for their positions 

Manages the EMITS 2 recruiting and talent acquisition processes and coordinates with CACI’s Corporate Human Resources and recruiting teams 

Collaborates with the MPLs and program leadership to develop and maintain onboarding training tailored for each MP site 

Coordinates with the program security lead to verify candidate security clearances and to establish expiration alerts for current EMITS 2 personnel security clearances 

Develops, maintains, and uses country-specific processes and checklists to complete hiring requirements for deployed personnel, including LOAs, visa applications, country clearances, and screening for SPOT, SOFA, and DOCPER requirements 

Manages and tracks EMITS 2 DOCPER applications and accreditations to receive and maintain TESA/SOFA accreditation for EMITS 2 personnel  

Manages succession planning at the individual and team level in collaboration with the MP Ops Manager, M2IT Lead, Business Office Lead, and MPLs 

Supports development of Individual Development Plans (IDPs) to support upskilling personnel 

Develops, manages, and maintains an EMITS 2 staffing pipeline of pre-vetted candidates for functional roles across the program to support rapid backfill and surge readiness 

Coordinates with CACI teammates to support selection of “best athletes” for open positions 

Possesses and applies a comprehensive knowledge across key tasks and high-impact assignments 

Functions as a technical expert across multiple project assignments 

Supervises MCO personnel  

 

Qualifications: 

Required:  

Currently hold an adjudicated Secret Clearance and be able to maintain 

BA/BS +8-12 years recent experience 

Requires extensive background in DoD resource management and personnel deployment processes.  

Demonstrates mastery of DOCPER requirements, security clearance procedures, and international hiring regulations.  

Possesses strong leadership capabilities to manage complex staffing operations across multiple locations.  

Excels at developing training programs, implementing succession planning, and overseeing talent acquisition.  

Coordinates effectively with various departments and external agencies to ensure compliance and operational efficiency. Brings strategic approach to workforce planning, maintaining staffing pipelines and surge readiness in high-pressure environments.  

Exhibits expertise in labor category verification processes and procedures.  

Manages country-specific hiring requirements, including LOAs, visa applications, and TESA/SOFA accreditations.  

Implements individual development planning and upskilling initiatives. Collaborates with program leadership and corporate HR teams.  

Demonstrates proficiency with DoD-specific systems like SPOT.  

Develops and maintains detailed processes and checklists for complex hiring scenarios.  

Possesses and applies expertise on multiple complex work assignments.  

Operates with appreciable latitude in developing methodology and presenting solutions to problems. 

Desired:  

Adaptable to changing circumstances and operational needs 

Understanding of Department of Defense Military standards 

Experience with DoD IT security requirements

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$90,300 - 189,600 USD
