Duties Description The Office of Mental Health (OMH) is recruiting to fill one Mental Health Program Specialist 2, Grade 23, position in the Division of Integrated Community Services for Children and Families, Crisis Unit. The Crisis Unit’s includes the following child-serving programs: Home Based Crisis Intervention (HBCI), Children’s Crisis Residence, and the Critical Time Transition Program for Children, Youth and Families (CTTP) as well as lifespan programs – 988, Mobile Crisis, Comprehensive Psychiatric Emergency Programs (CPEPs), and Crisis Stabilization Centers (CSCs). This position would support Mobile Crisis programs.Under the direction of a Mental Health Program Specialist 3, the incumbent will work to develop the expansion of and training support for mobile crisis service for children. Specific duties to be performed may include, but are not limited to, the following:• Program Oversight, Compliance and Support o Review, monitor, and evaluate program/project operations and outcomes throughout program/project lifecycle. - Implementation of policies and strategies, processes and systems related to the program(s) or project(s) are occurring as intended and are achieving expected results - Compliance with applicable policies, laws, regulations, and best practice standards - Identification and mitigation of key risks to safeguard program or project viability - Continuous improvement o Developing training resources and providing technical assistance for internal and external stakeholders• Program Development and Implementation o Make recommendations and implement changes to enhance existing program(s) or project(s) with supervisor and as applicable, division leadership and stakeholder support. o Develop new programs or projects to improve and support existing program(s)/project(s) and/or to inform future policies(s) and initiatives with supervisor and as applicable, division leadership and stakeholder support• Data Analysis o Based on existing data systems and/or by identifying new data metrics, analyze trends or outlier information to inform program or project policy, training, or other initiatives o Lead efforts to build databases or reporting platforms for identified data needs for the program area(s) assigned o Manage data needs related to programs and specialized children’s mental health initiatives. o Collect, analyze, and report on process and outcomes data• Project Management o Develop and maintain workplans o Manage workgroups, contracts, grants, or other projects that require program facilitation or consultation o Coordinate and manage other specific special projects as assigned.• Coordination and Collaboration o Facilitating informed communication and direction to internal and external stakeholders for the program(s) and all related/assigned projects assigned o Liaison on OMH initiatives, policy directives, and guidelines to other state agencies, local government units, and mental health providers. o Collaborate with stakeholders on developing, enhancing, monitoring, and supporting children’s initiatives related to assigned program(s) or project(s). o Coordinate logistics for trainings, learning collaboratives, in-person meetings and site visits. o Conduct virtual/in-person meetings, presentations and trainings for state partners and various community stakeholders.• Other duties as assigned.
Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.Preferred Qualifications:The ideal candidate(s) will hold a current New York State Education Department license as a master or clinical social worker (LMSW or LCSW) or a licensed psychologist. The ideal candidate would have a minimum of three years of experience working with children and/or adolescents with mental illness in a clinical capacity, as well as experience with utilization management and/or utilization review. ? The ideal candidate(s) will have direct care and utilization management experience, including familiarity with the review of medical evidence, psychiatric evidence, a knowledge base of child-serving systems in New York State, as well as relevant federal and state statutes, regulations and guidelines, and any other pertinent evidence to determine whether it is appropriate and necessary for an individual accessing a psychiatric inpatient level of care. Generally speaking, this role requires strong clinical and administrative skills; excellent interpersonal skills; excellent communication and writing skills with professionals with both clinical and non-clinical backgrounds; critical and analytical thinking; the ability to work independently; the ability to work in a multidisciplinary team.
