Yes County Albany Street Address NYS Office of Mental Health 44 Holland Avenue City Albany State NY Zip Code 12229 Duties Description The Office of Mental Health (OMH) is recruiting to fill one Mental Health Program Specialist 2, Grade 23, position in the Division of Integrated Community Services for Children and Families, Intensive Care Coordination and Waiver Unit. The Intensive Care Coordination and Waiver Unit is responsible for ensuring the successful development, implementation, fidelity, and quality of the New York Home and Community Based Services (HCBS) Waiver program. This position plays a critical role in developing guidance that complies with State and federal regulations, providing support to HCBS providers, monitoring program outcomes, and collaborating with various stakeholders to ensure high-quality service for youth with complex mental health needs and their families. Under the direction of a Mental Health Program Specialist 3, the incumbent will perform a full range of program activities associated with the oversight and management of HCBS programming while also supporting broader contracts and initiatives serving children and their families within the Division of Integrated Community Services for Children and Families. Specific duties to be performed may include, but are not limited to, the following: • Participate in internal Unit, Bureau, Division, and Agency meetings and assigned work groups to further policy directives and initiatives of OMH and the Division of Integrated Community Services for Children and Family Services? • Provide direction and oversight for the HCBS program, including program development, program management, and contract management of related training/technical assistance entities in accordance with State and Federal guidelines. • Guide program/agency designation, development and monitoring efforts, including attending internal and external meetings, supporting collaboration across workgroups, Division Units, Field Offices, internal and external stakeholders and coordinating efforts to strengthen access and quality of HCBS services statewide. • Analyze data and trends to identify and develop needed interventions, trainings, guidance documents, resources, and other tools to assist with implementing HCBS statewide. Prepare required reports based on findings. • Support the engagement and inclusion of family and youth voice into the development of the HCBS Waiver program. • Provide technical assistance, training and support to designated HCBS providers and state/local staff related to evolving program development, program policies, and implementation efforts. Connect providers to available training opportunities. • Review and monitor all required HCBS reports, including: data collection, expenditure reports, site visit summaries and corrective action plans; to identify programmatic trends and develop interventions for system improvements. • Prepare and disseminate all required reports based on program findings and reviews, in addition to updating and maintaining all policy guidance documents. • Supervise subordinate staff. Assign and review work. Ensure staff is provided training necessary to perform their duties and conduct performance evaluations. Support professional development of staff.• Other duties as assigned. Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.Preferred Qualifications:The ideal candidate(s) will hold a current New York State Education Department license as a master or clinical social worker (LMSW or LCSW) or a licensed psychologist. The ideal candidate would have a minimum of three years of experience working with children and/or adolescents with mental illness in a clinical capacity, as well as experience with utilization management and/or utilization review. ? The ideal candidate(s) will have direct care and utilization management experience, including familiarity with the review of medical evidence, psychiatric evidence, a knowledge base of child-serving systems in New York State, as well as relevant federal and state statutes, regulations and guidelines, and any other pertinent evidence to determine whether it is appropriate and necessary for an individual accessing a psychiatric inpatient level of care. Generally speaking, this role requires strong clinical and administrative skills; excellent interpersonal skills; excellent communication and writing skills with professionals with both clinical and non-clinical backgrounds; critical and analytical thinking; the ability to work independently; the ability to work in a multidisciplinary team.
