The MEL Advisor will support and advise on advancing the Department of State’s efforts to ensure effective program design, implementation, and impact measurement within the Europe, Eurasia, and Central Asia region. The Advisor will provide technical expertise in monitoring, evaluation, and learning practices, including meta-analysis, mixed-method evaluations, data analytics, and strategic communication, to support evidence-based decision-making, improve program outcomes, and enhance accountability. This position aligns with foreign assistance administration priorities by emphasizing simplicity, concise approaches, short-term gains, and demonstrating return on investment (ROI) in program delivery. **Responsibilities** + Provide technical assistance on M&E systems, including logic models, indicators, and data quality assurance to USG IP. + Design and implement monitoring and evaluation frameworks for USG IP programs and initiatives, ensuring alignment with foreign assistance priorities. + Support mixed-method evaluations, including Rapid Outcome Evaluations, to assess program effectiveness and demonstrate ROI. + Develop performance indicators, data collection tools, and methodologies to measure short-term gains and project impact in collaboration with USG IPs. + Ensure both project level data collection and analysis are in compliance with 18 FAM 300 and the Evidence Act in all MEL activities. + Advises partners on how to adapt standard M&E practices to suit their business models and/or country environments. + Advise on the quality and effectiveness of third-party monitoring activities, ensuring adherence to best practices and standards. + Develop strategies to integrate learning into program design and decision-making, ensuring alignment with foreign assistance priorities. + Utilize advanced data analytics tools and platforms, including Tableau and salesforce dashboards, to analyze program data and visualize findings. + Translate complex evaluation findings into clear, compelling narratives for diverse audiences, including senior leadership, Congress, and external stakeholders. + Provide evidence-based insights to inform and validate country strategies. **Qualifications** + Master’s degree or higher. + Minimum of 8 years of experience in monitoring, evaluation, and learning, preferably in an international or government context. + Experience with both USAID and DOS MEL requirements is highly desired. + Expertise in designing and implementing MEL frameworks for DOS and USAID projects. + Proficiency in mixed-method evaluations, including Rapid Outcome Evaluations. + Advanced proficiency in data analysis tools (e.g., Excel, SPSS, R, or Python) and visualization platforms (e.g., Tableau, Power BI). + Proven experience in monitoring and evaluation, particularly in overseeing third-party monitoring contracts. + Strong written and verbal communication skills, with the ability to present findings concisely and clearly. + Ability to coach and mentor others in M&E practices. + Expertise in strategic communication to translate MEL findings into actionable insights for diverse audiences. + Ability to manage multiple priorities and work collaboratively in a fast-paced environment. + Proficient with U.S. foreign policy, international development, and federal reporting requirements, including 18 FAM 300 and the Evidence Act. + Active secret security clearance. + Willingness to travel domestically and internationally as needed. **Job ID** 2025-19140 **Work Type** On-Site **Pay Range** $142,412.80 - $147,412.80 **Benefits** Regular - The company offers a comprehensive benefits program, including medical, dental, vision, life insurance, 401(k) and a range of other voluntary benefits.
