Halifax Regional Municipality is inviting applications for the permanent, full-time position of Medical Program Specialist, with Halifax Regional Fire & Emergency.

Under the direction of the Division Chief, the Medical Program Specialist is responsible for coordinating the design, delivery and evaluation of medical training curriculum and programs. The Medical Program Specialist monitors and evaluates the success and progress of medical service instructors and learner’s adherence and understanding of training exercises and takes corrective action when staff are not responding.
The Medical Program Specialist is responsible for developing, administering, and monitoring medical quality assurance and quality improvement program initiatives and acts as a consultant to support medical service operations and medical equipment procurement.
The Medical Program Specialist acts in a manner that supports and promotes the mission, vision, and values of HRFE.
DUTIES AND RESPONSIBILITIES:Coordinates and conducts medical education programming to include curriculum development and currency, course scheduling, and program evaluation.Develops and implement medical quality assurance program by tracking and analyzing trends,and making appropriate recommendations that will positively impact operational effectiveness and program delivery.Reviews and audits job performance on medical incidents.Assists in developing performance management initiatives based on outcomes from the quality assurance program.Identifies training resource requirements, i.e.: equipment, training materials & personnel.Ensures educational equipment and supply is adequate and maintained.Conducts medical instructor selection (internal and external), coordination, and performance management. Provides documentation for termination of instructors.Maintains thorough and accurate training records of all personnel.Provides consultative support on medical service operations, planning, and equipment selection.Keeps abreast of current knowledge associated with emergency medical services, industry standards, training techniques, and operational practices.Enforces operational guidelines, occupational health and safety standards, rules, regulations, policies, systems, and procedures for safe and efficient medical training operations.Represents HRFE on various associations and committees to ensure HRFE medical training programs meet the needs of the organization.Other duties as appropriate to the function and responsibilities of the position.QUALIFICATIONS
Education & ExperienceAdvanced Care Paramedic registration with the College of Paramedics of Nova Scotia.Minimum 5 years’ experience in emergency medical services.Minimum 3 years’ experience in medical training and curriculum design.Comprehensive experience in fire services an assetCertificate or degree in Adult Education would be an asset.Certificate in eLearning instructional design would be an asset.NFPA 1041 Fire Service Instructor Level II certification would be considered an asset.NFPA Firefighting certification would be considered an asset.Bachelor’s Degree in education, health, administration, or a related field would be considered an assetTechnical/Job Specific Knowledge and AbilitiesValid NS Class 5 Drivers License.Proficiency with Window based software applications, specifically Microsoft Office.Proficiency with software used for audio/visual instructional lesson development.Highly effective oral and written communication skills.Ability to write effective correspondence, reports, lessons, and digital presentations.An equivalent combination of education and experience may be considered. Security Clearance Requirements: Applicants will be required to complete an employment security screening check.
Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

SALARY: Non-Union Level pay scale; $ 88,690 - 104,338
