Job Overview:
The MEAL Officer is part of the MEAL team based in Beirut. S/hereports to the Senior MEL Manager (with a dotted line to the T4P and IMManager) and will support Programs and staff in Beirut, Bekaa, and Akkar. S/heis responsible for maintaining all Monitoring, Evaluation, and InformationManagement Activities across specific related projects and interventions. TheMEAL Officer is also responsible for ensuring accurate data and reporting,acting as the focal point to monitor the progress of the program's activitiesacross projects, as implemented directly or with partners. The main objectiveof the position is to ensure accurate information is gathered in a timelymanner, according to the tools and processes established within the MEALFramework.
Responsibilities
1. Grant Based -Monitoring, Evaluation and Learning Activities:
Lead and Collaborate with Partners or with internal staff members to ensure a comprehensive MEAL Plan and framework is effective and working within Projects and Grants.Ensure that MEAL grants-based indicator Data and Achievements are reported on monthly levels, and in line with reporting frameworks (Donor Reports, PIMs, PCMs).Support the Senior MEL Manager in the development of relevant and appropriate MEAL toolkits to ensure quality monitoring and evaluation of project activities.Collaborate with IM and T4P Manager to ensure that required toolkits are developed and shared with partners and program focal points.Lead the analysis of information and data that are received through MEAL toolkits and project databases, to produce tangible findings and results.Train the team members and partners’ staff on the various relevant M&E and programmatic tools and surveys.Lead on Integrating and Applying MEAL Activities into Project Workplans including Client Satisfaction Surveys, Post Distribution Monitoring, Baseline/Endline Studies, Annual Statistics, and Clients Count and PID (Program Indicators Dashboard).Conduct Regular field visits to partner and direct implementation sites, to ensure effective monitoring of programmatic activities.Support in evaluation-based exercises for grants including Qualitative Data Collection, Oversight of Enumerators, support in needs assessments etc.Assist in planning and implementation of baseline surveys, monitoring and evaluation exercises, and other assessments if needed.2. InformationManagement:
Support the IM and T4P Manager in developing relevant databases that capture program activities and indicator reporting needs.Lead on the monthly aggregation of Indicator Achievements as received from partners and focal points to ensure quality reporting of project achievements.Support partners in Data Reviewing Processes through the validation of achievements with raw data.Work closely with Partner MEAL Focal Points on conducting data quality assessment and regular data reviews.Conduct regular data review meetings with IRC and Partner Staff to improve data reporting and management and identify capacity building needs related to M&E and reporting.Other duties as assigned by the supervisor are to enable and develop IRC programs.Key Working Relationships:
PositionReports to: Senior MEL Manager and T4P and IM Manager.Internal Contacts: IRC Staff such asFCOs, program staff, technical focal points, MEAL Staff, etc.External Contacts: IRC Clients/beneficiaries and callers, Partner Focal Points.

Minimum Qualifications: Bachelor's degree in economics, social sciences, public health or business administration or equivalent.4 to 6 years of experience working in a customer service role. Previous experience with an NGO desirable.Ability to organize work, maintain composure when working under pressure, and multi-task effectively.Strong communication skills in English and Arabic – fluency in English is a distinct advantage.Team player with experience in a multi-cultural environment.Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.Experience with mobile data collection (i.e ODK/ONA, KOBO, CommCare) and data management software is strongly preferred.Willingness to work travels to all areas’ sites regularly.Demonstrate ethical and professional competencies by respecting client and caller confidentiality.Address needs and requests in a professional manner.Handling calls that can be distressful, ensuring that such calls are treated with a degree of empathy and understanding commensurate with the sensitivity of the call and the vulnerability of the caller.Report any incident or act that causes any harm to an IRC client or to others.Work Environment: Position will be based in Beirut office with potential fieldvisits to Akkar, North and Beqaa.
