Background/IRC Summary:
The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.
Job Overview/Summary:
Under the direct supervision of the MEAL Manager in Yangon and in coordination with the program leads in Kachin State, the MEAL Officer is responsible for the regular preparation, consolidation, and circulation of data collection, compilation, and analysis of reports for all program activities. By making accurate, reliable, and timely data and information available, the MEAL Officer will contribute to the comprehensive situational analysis in the IDP camps and communities where IRC and its partners provide services, and will support learning, design, and adaptation of interventions in these areas. This position will provide support across all IRC program thematic areas in Kachin Shan State, currently focus to Protection and WPE programs.
Major Responsibilities
1. Management of Information Systems
+ Manage the transition of IRC relevant state’s management information system (MIS) from a paper-driven system to a digital system based on mobile data entry using Kobo or CommCare platform.
+ Manage all program databases, ensuring that they are regularly updated, cleaned, and that confidentiality is protected where appropriate, including for quarterly assessment process and provide reports to Program leads.
+ Coordinate all data entry, including:
+ Coordination with program focal to ensure regular uploads of mobile data containing activity records to IRC’s offline server in the state.
+ Aggregate data in a consolidated monthly database and share monthly with the MEAL Managers in Yangon
+ Work to improve presentation of key data through the development of excel dashboards etc.
+ Where necessary, revise and upgrade data collection tools and methodologies and ensure maximum harmonization/dissemination among program teams.
+ Verify reports formulated by program teams contain all the needed information and are in line with consolidated data collection scheme and priorities.
+ Perform sustained monitoring of program indicators including trend analysis. Analyze data and keep the program focal informed about data trends.
+ Perform data quality assurance reviews/visits with IRC program staff and partner staff to check and verify their data; provide technical.
2. Training
+ Train all key IRC staff on the use of relevant tools to collect and report key program activity data on time.
+ Collaboration with program focal in revising data collection and emergency-specific training schemes for staff.
+ Assist in the conduct of specific data and monitoring training for-program staff when needed.
+ Support the conduct of any relevant training for partners.
3. Reporting and internal meetings
+ Provide timely MEAL reports to program staff.
+ Under the guidance of the program focal and Yangon MEAL Managers, extract and send specific reports to other emergency response stakeholders in the State.
+ Fill out the monthly Program Indicator Dashboard (PID).
+ Contribute to donor report writing by ensuring that data is available and updated, including those from partners.
+ Report any changes in locations targeted for each project, including updates in population data including in partners’ locations.
4. Assessments and evaluations
+ Support the conduct of rapid needs assessment where necessary, including but not limited to: Development of forms on Kobo or CommCare.
+ Training of data collectors.
+ Conduct of data collection.
+ Basic analysis and report writing.
+ Lead the conduct of relevant assessments and evaluations in targeted locations for all programs including, KAP surveys, PDM surveys, baseline and end line surveys, and client feedback surveys.
Key Working Relationships:The MEAL Officer will work under the direct supervision of the MEAL Manager. S/He will closely coordinate with partners, and protection/WPE staff as needed for response of outbreak and surveillance of diseases. The MEAL officer will work with partner organizations for data management and reporting with quality assurance.

Qualifications
Education:
+ Bachelor's degree preferably with master's degree or equivalent or advanced training.
+ Certification or formal training in safety and security, humanitarian access, or crisis management is an asset.
Work experience:
+ At least 5 years in security and access managerial role including experience in security procedures.
+ Experience organizing multiple tasks and producing professional-quality outputs within the deadline.
+ Proven experience working effectively in complex security environments
+ Experienced and knowledgeable in access, security and safety-related subjects, threat/risk assessment, security management, and personal and organizational security awareness
+ Experience in humanitarian access negotiations and enabling humanitarian space for programmes.
+ Experience managing safety and access in an international organisation and high emergency risk awareness are an advantage.
Other Skills and Knowledge:
+ Technical knowledge of security management, policies, and resolution.
+ Demonstrate ability to provide strategic insight in analyzing complex situations and design well-thought-out solutions.
+ Proficiency in the use of relevant computer-based programs and applications including databases such as Team, Outlook, and SharePoint.
+ Collaborate with teams as constructive team members.
+ Strong verbal and written communications skills in English and in Burmese.
+ Sufficient knowledge with the security and political context and dynamics of Myanmar.
+ Excellent diplomatic, communication, and reporting skills.
+ Fluency in English and Myanmar (written, spoken, comprehension) is Mandatory.
+ Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background.
Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
