As the MEA Global Trade Compliance (GTC) Program Manager for Customs Operations, you will be responsible for managing customs broker relationships and operations across the Middle East and Africa region. You will ensure timely customs clearance in compliance with customs regulations, oversee MEA tariff classifications, and support both the EMEA GTC Lead and the global GTC function for Amazon Leo. As a critical member of our Global Trade & Compliance Team, you will also identify improvement opportunities and assist with projects to support LEO’s GTC initiatives.
This position may require access to information, technology, or hardware that is subject to export control laws and regulations, including the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). Employment in this position is contingent upon obtaining any required export licenses or other approvals from the United States government. As such, the successful candidate must be eligible to obtain any necessary export licenses or approvals based on their nationality, citizenship, and any other factors considered by the applicable export control regulations.
Key job responsibilities
• Develop and manage control programs to ensure compliant cross-border flow of goods, including sensitive technologies.
• Develop and implement controls program in response to new import/ export regulations as they are implemented.
• Manage local relationships with Customs and other local Governtment Agencies that partner with customs to enforce regulatory requirements.
• Respond to Customs and related authority inquiries and audits.
• Act as GTC Program Owner for Middle East and Africa Region, leveraging experience and expertise in the region to inform program design and risk mitigation approaches.
• Oversee HS classification processes for the MEA region
• In cooperation with global GTC team, ensure accurate Harmonized System (HS) code assignments for all products
Customs Operations
• Optimize customs clearance processes to reduce delays and costs
• Identify and resolve systemic issues affecting customs operations
• Collaborate with logistics and supply chain teams to ensure smooth customs processing
• Develop contingency plans for customs-related disruptions Work with Global TC Expansions team to onboard customs operations and brokers in new MEA countries
• Create and maintain documentation of country-specific customs requirements
• In cooperation with local customs brokers, track regulatory changes and their impact on the Amazon Leo customs operations
• Efficiently operationalize MEA specific processes and requirements.
Customs Broker Management:
• Develop and maintain relationships with customs brokers across the MEA region
• Establish and oversee performance metrics and conduct regular performance reviews of customs brokers (including transit time, compliance accuracy, cost, customs broker performance and relevant data for LEO’s GTC leadership)
• Implement standardized regional processes for broker management and communication
• Resolve escalated issues related to customs clearance and broker operations
• Provide regular reporting and insights to the EMEA GTC Lead
• Support global GTC initiatives and projects for Amazon Leo
• Represent MEA region in global GTC forums and discussions
A day in the life
As a global trade compliance expert with deep knowledge of customs and related regulations, you will provide key insights and analyses across trade and customs topics, including auditing, classification, valuation, appliation of assists, licensing requirements, partner government agency (PGA) implications, cost-savings initiatives, and more. You will work closely with internal Legal, Logistics, Export Control, Supply Chain, Tax, Transfer Pricing, Finance and Procurement teams, and a variety of Amazon partners. You will also work closely with all of Amazon Leo's global trade teams. You will manage MEA international trade customs compliance for Amazon Leo, and interface with brokers and 3PLs resolve problems in the global supply chain for the MEA region.

The GTC team supports the Leo family of businesses in filing for export licenses and transacting the imports and exports to support the supply chain to reduce customs clearance processing or seizures of goods.
