Materials Management Advisor II

One of our major oil and gas clients is seeking a Material Management Advisor II to work on a 12 - month assignment in their facilities in Midland, TX.
Summary:
The Materials Management Engineer (MME) supports or leads the implementation of project materials purchasing and management. This may include maintaining responsibility and/or oversight for planning materials management strategies, purchasing, expediting, inspection, logistics, customs, as well as overseeing field materials management (transport, receipt, storage, maintenance, allocation, issuing, and scrap/surplus disposal) when assigned to a fabrication yard or construction site.
Scope of work:
Serve as project procurement portfolio focal point for sourcing and execution of equipment & materials and services procurement, commercial valuation, award, expediting, logistics planning and execution and coordinate with field materials management. Ensure that proper oversight is carried out including subcontracting activities, bid list development, bidder qualification & selection and contract award thru closeout. Support update of Project Procurement Plan/Status Reports to incorporate project developments, engagement with supplier, contractor, and additional detail around project logistics and materials management strategies. Extensive interaction with internal business clients to clarify requirements, agree on procurement strategy and commercial strategy implementation. Regular Interaction with external suppliers to negotiate and award contracts and address queries and issues. Preparing and reviewing procurement plans and subcontracting plans. Ensure proper execution of RFQ’s, sealed bids and related duties (includes analysis/evaluations). Drives implementation of global and regional strategies/best practices at the business unit level. Other duties as required and determined by Department in accordance with applicable rules and regulations.
Responsibilities:
Supports development and document development with project team for and Purchasing sections. Leads, or advises on, implementation planning and initiation of project specific processes and practices for purchasing, expediting, inspection, logistics, and importation activities. Develops and implements Surplus Disposition Plan for any EM owned surplus/scrap, engaging Investment Recovery group as necessary. Ensures proper execution of Preservation Plan Ensures timely handover of special tools, capital, and 2 year operating spares and any equipment first fill requirements Reviews, endorses and oversees implementation of plans, procedures and processes. Reviews purchase orders and/or purchase order template to ensure proper flow down of prime contracts. Oversees, or advises on, interfaces associated with execution of all areas of activities in compliance with all project requirements. Communicates to PT and leadership on activities, progress and issues including timely schedule and cost status and impacts.
Requirements:
Broad understanding of project execution and materials management principles, theories, and concepts. Willing to business travel or relocate to project sites (domestic / overseas).
Preferred Qualifications:
Experience in Materials Management preferred. BS in Engineering, Construction Management, Business or Supply Chain Management preferred. Management experience on major project preferred.
