Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MATERIALS HANDLER (Title 32), Position Description Number D2139000 and is part of the AR ARNG CSMS, National Guard. NATIONAL GUARD MEMBERSHIP IS REQURED- If you are not currently a member of any military service (Brach/Status), please provide a letter stating intent to join. Responsibilities (1) Performs the full range of warehousing activities to include receiving, storing, selecting and shipping general or specialized bulk and bin materials and equipment. Develops, or assists in the development of plans for storage and arrangement of stock to determine warehouse configuration, setup, movement, rearrangement and traffic flow. In larger warehouse facilities, the incumbent typically develops storage and space utilization plans in accordance with regulations for a specific commodity or equipment group. In hazardous materials storage areas, incumbent insures the safe receipt, storage, and movement of hazardous and toxic materials and substances such as ammunition, explosives, chemicals, or radioactive materials in accordance with facility and regulatory requirements. In smaller warehouses, the incumbent may serve as the senior nonsupervisory worker of the facility, laying out storage space, establishing item locations, determining organization and arrangement of stock, and identifying high and low usage items. May serve as the senior member of a warehouse project team of material handlers involved in a special project such as relocating a major commodity or equipment group, or setting up a new commodity group area. (2) May coordinate incoming and outgoing shipments and placement of materials with docking area and scheduling personnel to facilitate movement in accordance with priorities, scheduling requirements, and space allocations. May operate large warehouse perimeter vehicles such as cargo tractors, stake trucks, and jumbo tugs. (3) Performs other duties as assigned. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform. Military Grades: Enlisted/Officer Minimum Grade - E-1/ PVT Maximum Grade - E-7/ SFC Compatible Military Assignments: Selectee must be a member of the Arkansas Army National Guard. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. ADDITIONAL REQUIREMENTS ARE LISTED UNDER ADDITIONAL INFORMATION Qualifications GENERAL EXPERIENCE: Experience or training which demonstrates the ability to compare item identification against receiving reports and issue request forms; skill in using hand trucks, dollies, and other equipment to move stock; ability to use hammers, pliers, and other hand tools; and to follow oral and written instructions. SPECIALIZED EXPERIENCE: Experience or training in receiving, packaging, and preparation for shipment. Experience in compiling reports, overall warehouse planning, documentation requirements, and accepted warehousing methods, procedures, and techniques. Experience in setting up and rotating storage locations considering factors such as life expectancy, available space, product turnover, etc. Education Additional Information If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)). ADDITIONAL REQUIREMENTS/CONDITIONS OF EMPLOYMENT: Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Must be able to obtain/maintain appropriate security clearance This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
