Managing Consultant - Climate Policy

To support the continued growth of our Sustainable Finance, Climate and Biodiversity Policy practice, we are looking for an experienced Managing Consultant to join our team in Brussels. The successful candidate will join a dynamic team and support our diverse policy work. You will get the opportunity to work on flagship projects such as the Innovation Fund, studies related to climate diplomacy, and the transformation of our society towards a net-zero, nature positive and socially just model. Your work will benefit clients such as the European Commission, national governments, and international and national development finance institutions. 

Our team has built a reputation for the successful delivery of large, complex projects, developing innovative solutions that drive positive change for their clients and support the overall sustainable transition in the EU and beyond. Some of our flagship projects include: 

Providing continuous expertise since 2019 to support the successful implementation of the EU Emissions Trading System’s Innovation Fund. 

Supporting the design of decarbonisation strategies and transition pathways at EU and national level. 

Supporting the development of a long-term research and innovation agenda towards 2050 climate neutrality (see report here). 

Designing Sustainable Finance Action Plans for different EU Member States (e.g. Poland, Italy) to redirect public and private capitals towards the low carbon transition. 

Delivering the European Business and Biodiversity Platform since 2013 for the European Commission. 

Evaluating the impact of green bonds on supporting climate mitigation investments for the European Investment Bank and European Bank for Reconstruction & Development. 

Responsibilities:  

You will work as part of a multi-national, multi-disciplinary and collaborative team of climate and environmental experts, economists, engineers, financial experts, and communication specialists to: 

Project manage the delivery of projects for public clients, taking the lead in overseeing the deployment of discrete tasks and activities, within quality, time and cost constraints.  

Lead the design and delivery of robust and sound qualitative and quantitative analysis to translate complex data into meaningful and impactful recommendations. 

Engage with clients to understand their needs on projects and help to shape future tasks and activities, working closely with ICF colleagues and our partners.  

Proactively participate in business development activities, including managing relationships with key clients and subcontractors, proposal writing and promoting the company by providing thought leadership on pertinent topics as part of marketing activities. 

Support the development of a sales pipeline that builds on ICF’s track record, bringing your experience in designing and developing compelling service offers and bids. 

Act as line manager for junior team members and support the growth of ICF’s Brussels-based team. 

  

Required qualifications & skills: 

Relevant professional experience of at least 7 years, ideally working in the field of climate policy at EU level, with a good understanding of the latest policy developments impacting (e.g. Clean Industrial Deal, Net Zero Industry Act; EU ETS; etc.).   

Fluency in spoken English and excellent English writing skills. 

Master’s degree in environmental economics, ecology, environmental sciences, finance, engineering or a related discipline 

Demonstrable experience of public policy project delivery and management. 

Demonstrable experience of understanding client needs and articulating solutions that effectively integrate the expertise of several delivery organisations. 

Strong qualitative and quantitative analysis capability, including advanced knowledge of Excel and equivalent tools. 

Proven communication skills and track record in the field of stakeholder engagement, especially within public authorities and the business and finance community. 

Ability to work independently as well as within multi-cultural, multi-disciplinary consulting teams spread across several countries and time zones. 

Preferred qualifications & skills 

Fluency in a second EU language. 

Project management certification such as Prince 2. 

Entrepreneurial mindset eager to innovate and develop new solutions that respond to evolving client needs.
