**Job Description**
The Safety Manager is responsible for the overall development, implementation, and management of the company's Safety, Health, and Environmental programs for all LMA activities in Singapore. The manager will ensure full compliance with US Navy regulations, host nation laws, and company policies, working to minimize risk and promote a culture of safety excellence. This role involves overseeing all safety related functions for shipyard, pier-side, and shipboard repair work.
Key Responsibilities
+ Program Management: Develop, implement, and maintain a comprehensive Safety management system that complies with US Navy safety and health requirements (including applicable NAVSEA and NAVFAC directives), OSHA standards, and Singaporean regulations.
+ Compliance Oversight: Ensure all project activities meet or exceed the requirements of the Navy contract, including adherence to approved Activity Hazard Analysis (AHA), Accident Prevention Plans (APP), and other required documentation.
+ Risk Assessment and Control: Conduct job site hazard analysis, risk assessments, and environmental impact assessments for all LMA activities, including work on U.S. Navy ships deployed in the 7th Fleet Area of Operations.
+ Inspections and Audits: Conduct frequent and regular (at least weekly) safety inspections of worksites, materials, and equipment. Participate in and support US Navy audits and inspections.
+ Incident Investigation: Lead the investigation of all safety incidents, and near misses. Develop and implement corrective action plans to prevent recurrence.
+ Training and Mentorship: Develop and deliver mandatory Safety training programs for all employees, including new hire orientation, specialized training (e.g., confined space, fall protection, lockout/tagout), and ongoing refresher training.
+ Emergency Response: Develop and maintain emergency response plans for safety incidents and coordinate with US Navy and local authorities as needed.
+ Record Keeping: Maintain thorough and accurate documentation of all Safety-related activities, including training records, inspection reports, and incident logs. Knowledge of US Navy systems such as ESAMS and RMI is a plus.
+ Collaboration: Serve as the primary liaison for Safety issues with US Navy personnel, contracting officers, and other stakeholders.
**Required Education, Experience, & Skills**
+ Experience:
+ Minimum of 6 years of experience in managing safety and occupational health programs on US military or DoD contracts.
+ Demonstrated experience managing health and environmental compliance in an international setting, with knowledge of Singaporean regulations preferred.
+ Education:
+ A Bachelor's degree in bachelor's degree in Safety, Industrial Hygiene, or a related field.
+ Skills:
+ Knowledge of OSHA, NAVSEA, NAVFAC, and other relevant US Government Safety regulations.
+ Excellent communication, facilitation, and interpersonal skills, with the ability to effectively communicate with all levels of the organization and with Navy customers.
+ Proven leadership skills with the ability to influence and guide teams towards safety excellence.
+ Security: Ability to obtain and maintain a US government security clearance.
**Preferred Education, Experience, & Skills**
+ Certification:
+ Certified Safety Professional (CSP) or equivalent certification.
**Pay Information**
Full-Time Salary Range: $99410 - $168997
