The Quality Control Manager (QCM) is responsible for oversight of Equipment Redistribution & Divestiture (ERDS) at three Army Continuous Transformation (CT) focused locations: Fort Bragg, Fort Hood, and Fort Carson, as well as 11 Continental United States (CONUS) and Outside CONUS (OCONUS) locations during fly-away missions. The QCM responsibilities include developing, implementing, and maintaining a Quality Management System (QMS) that ensures compliance with ISO 9001:2015 standards and all applicable U.S. Army supply, maintenance, and transportation requirements. The QCM will have oversight and communicate with each CT Site Quality Assurance/Control. The QCM oversees quality processes, conducts audits, leads corrective and preventive actions, and collaborates with Army representatives, project leadership, and contractor personnel to ensure mission success and contractual compliance.
**Responsibilities**
**Quality Management & Compliance**
+ Manages the quality control program – develop inspection checklists, develop audit schedules, validate work instructions and SOPs against PWS requirements, track and submit all required CDRLs, and has oversight of the CT site Quality Assurance/Control.
+ Subject matter expert on quality management concerns: track deliverables, meet with QAEs and COR, track all non-conformances and corrective action plans.
+ Develop, implement, and sustain a QMS aligned with ISO 9001:2015 standards.
+ Ensure all CT site operations and fly-away missions (supply, maintenance, and transportation) are compliant with U.S. Army regulations, technical manuals, and contractual requirements.
+ Maintain certification readiness and coordinate with external auditors during surveillance and recertification audits.
+ Other duties as assigned.
**Auditing & Continuous Improvement**
+ Plan, schedule, and conduct internal quality audits across all CT site functions.
+ Identify non-conformances, lead root-cause analyses, and track corrective and preventive actions.
+ Promote continuous improvement culture through metrics, performance monitoring, and best practice sharing.
**Documentation & Records Control**
+ Establish and maintain controlled documentation, including SOPs, work instructions, and training records.
+ Ensure documentation complies with both ISO 9001:2015 and U.S. Army contract requirements.
+ Maintain accurate records of inspections, audits, corrective actions, and compliance reports.
**Training & Awareness**
+ Provide ISO 9001:2015 awareness and quality training to contractor site personnel.
+ Develop site-specific training programs to ensure staff understand quality requirements, inspection protocols, and Army standards.
**Risk Management & Performance Monitoring**
+ Identify risks affecting mission performance and compliance; develop mitigation strategies.
+ Track key performance indicators (KPIs) for quality across supply, maintenance, and transportation functions.
+ Report performance data to Sr. Project Manager, Deputy Project Manager and Government COR (Contracting Officer’s Representative).
**Customer & Stakeholder Interface**
+ Serve as primary point of contact for quality-related matters with CT site Quality Assurance/Control and U.S. Army representatives.
+ Support contract reviews, inspections, and acceptance testing in coordination with the Army.
+ Ensure customer satisfaction by addressing quality issues promptly and effectively.
**Qualifications**
+ Education: Bachelor’s degree in quality management, Logistics, Industrial Engineering, Business Administration, or related field (required). Master’s degree preferred.
+ Experience:
+ Minimum 5–7 years of quality assurance experience in logistics, supply, transportation, or maintenance operations.
+ Experience working with U.S. Army contracts or military logistics support highly preferred.
+ Certifications:
+ ISO 9001:2015 Lead Auditor (preferred).
+ ASQ certifications (CQA, CMQ/OE, or CQI) are a plus.
+ Knowledge Requirements:
+ In-depth understanding of ISO 9001:2015 QMS requirements.
+ Familiarity with U.S. Army supply, maintenance, and transportation standards (e.g., AR 710-2, AR 750-1, AR 735-5, Defense Transportation Regulation [DTR], and applicable technical manuals).
+ Skills:
+ Strong analytical and problem-solving abilities.
+ Excellent leadership and communication skills for interfacing with Army officials and contractor staff.
+ Proficiency in MS Office Suite; experience with Army logistics IT systems (GCSS-Army, LMP, SAMS-E, etc.) desirable
+ Must have a real ID
+ Must be able to travel when required
+ Must have a valid Alabama driver's license and proof of vehicle insurance.
