Northrop Grumman Space Systems is seeking an experienced Manager of Programs 3 to serve as NGI/GD Program Manager within the Targets and Interceptors Operating Unit (OU). This critical role is based out of Chandler, AZ, within the Launch Vehicle Business Unit.
The NGI/GD Program Manager will be responsible for management and growth of existing NGI (Next Generation Interceptor) scope. In addition, the role will focus on securing, and managing GD (Golden Dome) new business that falls within the Targets and Interceptors OU.
Essential Functions:
The NGI/GD Program Manager’s primary responsibilities are to execute and manage cost, schedule, and technical performance within program constraints including but not limited to:
Supporting daily execution of Launch Vehicle Business Unit’s scope within the NGI program, reporting to the Interceptors DirectorResponsibility for ensuring that program operational and financial objectives are metEstablishing and maintaining a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsIdentification, distribution, tracking, and completion of program requirementsEffective cultivation and management of supplier and teammate deliverables within program commitmentsMeasuring and reporting program performance, then seeking continuous improvement of the program’s operationsEstablishing design concepts, criteria, and engineering efforts for product research, development, integration and testDelivering presentations to customers, executive management and other program stakeholdersCultivating customer relationships and intimacy to develop further opportunities within the customer communityParticipating in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contractTogether with Global Supply Chain, managing suppliers to meet program objectives, participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditionsDevelopment and adherence to budget baselines utilizing Earned Value Management (EVM) cost & schedule control methodologies and toolsDevelopment and adherence to master plans and schedulesIdentifying, allocating and managing program resources, including workforce planningManaging Government/customer supplied property or information (GFE, CFE, etc.)Adherence to all Launch Vehicle Business Unit internal processes, policies, and applicable industry standardsEnsuring that the program team understands and adheres to contract scope, and manages change through control board activitiesAlong with the program chief engineer, conduct thorough risk & opportunity management practices including identification, mitigation and realizationEnsure all manufacturing and test facilities needed to support product deliverables are stood up in time to meet build and test objectivesFunctioning as a manager/leader whose decisions positively affect the financial bottom-line and employee morale and perceptionAccountable for results that impact the performance of the mission and success of the program’s objectivesBasic Qualifications:
Bachelor's degree in a STEM discipline (Science, Technology, Engineering or Math) with 8 years of related engineering/management experience; OR a Master’s degree in STEM with 6 years of related engineering/management experience, or a PhD in STEM with 4 years of related engineering/management experienceActive US DOD Secret security clearance at the time of applicationAbility to Travel up to 25%Preferred Qualifications:
Master’s degree in business management, a technical discipline, and/or project managementUnderstanding of the Missile Defense Agency customer team structure and familiarity with both the Next Generation Interceptor (NGI) program and Golden Dome for AmericaExperience with and working knowledge of prior missile defense systemsBroad program management and leadership experience over traditional functional areasExcellent interpersonal, written communication, and presentation skills, including the ability to communicate complex concepts clearly and succinctly to customer, government, and corporate senior leadershipEffective in customer relations, expectation management, and building coalitions with customers, government staff, and major suppliersA demonstrated track record of success in positions of increasing management responsibilityExceptional in leading engineering, manufacturing, program management, business operations and mission assurance teamsDemonstrated experience in multi-disciplinary team building and organizational leadership of large teamsDemonstrated communications and mentoring skills to lead highly successful technical teams addressing large and complex programmatic challengesDisciplined cost management experience gained from delivering results on fixed price and cost-plus contractsFormal Earned Value Management System (EVMS) reporting and experienceExperience with launch vehicle, booster, and solid rocket motor development programs Primary Level Salary Range: $161,500.00 - $242,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
